Studies and plans of the manned satellite project were presented to Advanced Research Projects Agency on October 3 and to Dr. T. Keith Glennan, NASA Administrator, on October 7. On October 7, 1958; Dr. Glennan approved the project by saying, in effect, "Let’s get on with it." (See fig. 2)[1]
