Greek glyphs, preamble?

I split this behemoth into four slightly more manageable but still quite large chunks. Obviously, the text was originally copied from Project Gutenberg, which has only an ASCII version. At some point, we should fix the Greek glyphs (currently transcribed to Latin script). A lot of other copyediting has to be done as well.

Excuse my ignorance, but what is The Preamble all about? Is it meant to be some kind of extensive commented summary? Or is it Jowett's personal interpretation of this text (like a second, liberal translation peppered with comments, in addition to the more faithful one)?
