This poem is about Shelley wishing he were as free as the West Wind... Changing the world like the wind does as itsignifies the changing of the seasons... He wants his words to make an impact like that, he wants to be free like the wind and be able to say what he feels without thinking about it. The wind does similar when it blows. He wants his audience to change from his words like the earth changes from the wind.
