Outside of DNB mirrors, nothing else really found for "Charles Venn Owen" on Google, VIAF, or even Google Books save for the 4 August 1933 edition of the London Gazette, which mentions that he was assigned to the Committee of Imperial Defence's Clerical Class.

Note that all of the DNB bios on the list at creation are of army generals, except Schomberg Kerr McDonnell (who was killed in action during WW1).
