Quite likely to be this chap John Wolcott Phelps: lived in Vermont and had a keen interest in meteorology (see John Wolcott Phelps papers). The PSM articles, however, are not listed among his papers in the above. Captain Nemo (talk) 04:10, 24 June 2015 (UTC).
