BANGSAMORO AUTONOMY ACT NO. 1
AN ACT ADOPTING THE OFFICIAL FLAG OF THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO
Be it enacted by the Bangsamoro Transition Authority Parliament in session assembled:
Section 1. Adoption of the Official Flag
[edit]- Pursuant to Section 2 Article II of RA 11054, there is hereby adopted an Official Flag of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), hereinafter referred to as the Bangsamoro Flag.
Section 2. Declaration of Policy
[edit]- In the exercise of its right to self-governance, the Bangsamoro Autonomous Region in Muslim Mindanao is free to adopt its Bangsamoro Flag, that is reflective of its peoples' identity, history, heritage, struggles and aspiration.
Section 3. Design, Symbolism, and Interpretation
[edit]- The Bangsamoro Flag shall be in the shape and dimension of a standard flag, three (3) feet by five-and-a-half (5½) feet, and shall contain four (4) distinctive colors, a Crescent, a seven-rayed Star, and a Kris. The said colors and symbols be interpreted as follows:
- a. The top side portion of the whole length of the Bangsamoro Flag shall be in green (HEX CODE: #009966) and occupies one-third (1/3) of the whole flag. It reflects the Islamic teachings and principles that majority of the population subscribe to.
- b. The middle portion of the length of the Bangsamoro Flag shall be in white (HEX CODE: #FFFFFF), signifying peace, sakina (tranquility) and righteousness. It shall likewise occupy one-third (1/3) of the whole flag.
- c. The bottom side portion of the whole length of the Bangsamoro Flag shall be in red (HEX CODE:#FF3333) and occupies the last one-third (1/3) of the whole flag. It symbolizes the blood of the fallen mujahideen who fought for the recognition of identity and self-determination of the Bangsamoro.
- d. The middle of the white portion shall contain the Crescent and the seven-rayed star. The Crescent symbolizes the principles that guided the Bangsamoro who struggled for self-determination while the seven-rayed Star represents the five (5) provinces of Maguindanao, Lanao del Sur including the City of Marawi, Basilan including the City of Lamitan, Sulu, Tawi-Tawi, the City of Cotabato, and the 63 barangays erstwhile part of North Cotabato that compose the Bangsamoro territory. Both the Crescent and Star shall be in golden yellow (HEX CODE: #FFD700) to signify the bright future that awaits the Bangsamoro.
- e. The middle of the red portion shall be a Kris which symbolizes the protection and resistance of the Bangsamoro and other indigenous people in the Bangsamoro territory against oppression, tyranny, and injustice. The Kris shall be in white (HEX CODE: #FFFFFF) located at the center of the red portion with a length of sixty percent (60%) of the length of the flag.
Section 4. Hoisting and Display of the Bangsamoro Flag
[edit]- The Bangsamoro Flag shall be always regarded with utmost respect and admiration. The Philippine flag shall always be displayed alongside the Bangsamoro Flag pursuant to Section 2, Article II of RA No. 11054.
- All Bangsamoro offices, public and private schools, colleges and universities, public offices, government-owned or controlled corporations and other government instrumentalities are required to use and display the Bangsamoro Flag. Other offices of the Bangsamoro that are outside its area of autonomy are likewise required to use and display the Bangsamoro Flag.
- Where necessary, the Bangsamoro Flag may also be used in ceremonial and symbolic functions and activities. The same may likewise be reproduced in small sizes for similar purpose.
Section 5. Effectivity
[edit]- This act shall take effect fifteen (15) days after its publication in a newspaper of regional circulation in the Bangsamoro Autonomous Region in Muslim Mindanao
