ADMINISTRATION

REMARKS: This command has no functional component of its own for administration as is listed in the "Advanced Base Initial Outfittings Lists". The work which would be done by such components is done by Commander Task Force, Seventy-One, which is an afloat command. The administrative work required of the Activities shown in this report is performed by the officers and men attached to the Activity.

HARBOR CONTROL AND DEFENSE Harbor Entrance Control Post, Fremantle.

REMARKS: Harbor Entrance Control Post is operated by R.A.N. However, the U.S. Navy has two CSM and two Slc's stationed at this Post under the Communications Office. For a description of this activity see "Visual Station" under "Communications".




Underwater Detection

REMARKS: The U.S. Navy maintains no underwater detection facility in this area. However, underwater detection is afforded by R.A.N. covering the entrance to Gage Roads at Fremantle. This protection provided by R.A.N. is considered adequate.




Port Director.
This Command has no Port Director, function pertaining thereto being administrerd by the U.S. Navy Port Operations Officer. The Port of Fremantle is under control of the R.A.N. which issues the regulations concerning the same and is the routing officer for all vessels.

Mission: Operations officer for Service Force Subordinate Command vessels; berthing of U.S.N. vessels; obtaining pilot, tug, crane, and launch services when required; U.S. merchant ship boarding officer arranges for services for the U.S. Navy armed guard such as pay, supplies, medical and dental attention, electrical and gunnery repairs, etc; act as liaison between armed guard and shore based activities; act as liaison between U.S. Navy and Australian Military units, civilian port authorities, U.S. War Shipping Administration, etc.

Buildings:

Prefabricated structures: none.

Equipment and Assigned Craft: One YP Boat.

Capacity: 37 U.S. merchant vessels, having a gross tonnage of approximately 295,000 tons, entered this port during the month of July, 1944.

Personnel: 1 Warrant Officer.




Harbor Patrol

REMARKS: The U.S. Navy does not provide for Harbor Patrol. All harbor patrol work is done by the R.A.N. and is considered adequate.

REMARKS: The U.S. Navy maintains no section base in this area.

Boat Pool

Mission: The mission of this component is to provide small boat transportation for officers and enlisted personnel of the U.S. Navy and Coast Guard to U.S. war and merchant ships in the Fremantle Harbor.

Buildings: No prefabricated structures are used for administration or operation of this component.

One pontoon bridge section, 2 x 12, is used for mooring small boats. Small boats assigned to this unit are: one 26 foot motor boat; one 35 foot motor boat; one 40 foot launch which will be in commission about the middle of September, 1944.

This component will provide adequate transportation services on any schedule. Trips are made as required by Naval and Coast Guard Officers. Use of the facilities of this component varies according to ship movements in the Fremantle Harbor.

Personnel: 1 Warrant Officer, 1 CBM and 9 enlisted men.




Surface Detection Radar.

REMARKS: The U.S. Navy maintains no surface detection radar facilities. The R.A.N. maintains adequate radar protection.




Net Defenses

REMARKS: The U.S. Navy maintains no net defenses in this area. Adequate net defense is provided at the entrance of the Fremantle Harbor by the R.A.N. Net defense is under construction at the entrance to Cockburn Sound which is to be used for anchorage for warships up to and including heavy cruisers.

Mission: Primarily to maintain communications with the Units operating under Commander Task Force, Seventy One, and to serve as a major link in the SOUTHWEST PACIFIC W/T Organisation.

Fleet Post Office

Mission: To receive and dispatch all incoming and outgoing mail; maintain directory service for all ships and stations working out of local commands; receive and dispatch all mail for all incoming and outgoing Merchant Marine Ships of FSA; maintain post office at Receiving Barracks, Navy 137, as well as main Fleet Post Office in Fremantle; maintain postal facilities for calling ships and small ships and stations in area. (Money order, registery etc.).

Buildings: No prefabricated structures.

Capacity of Operation: Maintain directory service for 5000 to 8000 men. Maintain distribution and break down of mail for stations and distribute mail for ships in harbor; maintain postal facilities for area and calling ships.

Personnel: 1 officer and 13 enlisted men.




Internal Communication

Mission:To provide ordinary telephone-teletypewriter communication within the organization in the Perth-Fremantle Area.

Buildings: No prefabricated structures.

Equipment: Use facilities of the regular local telephone service.

Capacity: All local services, and long-distance telephone and teletypewriter to continental Australia.

Personnel: 1 Warrant Officer (same man as with Radio Station); 2 enlisted men (same men as with Radio Station).

STORAGE AND SUPPLY
Naval Supply Depot

This major supply facility was developed and is maintained for the purpose of supplying the U.S. Naval Forces afloat and ashore in the Western Australian area. All types of stores, and ship's store stock are provided. Lend-Lease accounting, purchasing, contracting and general procurement for all ships and activities, housing and billeting of Naval Personnel not quartered in Naval Barracks, and employees of the Navy in this area are all handled by this depot. Additional to this, the Naval Supply Depot has been assigned the task of organizing, and handling until relieved by the British Royal Navy, stores program....

Naval Supply Depot, Cont'd.

for this area. Approximately 100 tons of stores are now being unpacked, identified and binned. The activities to whom supplies are furnished are as follows: (a) Service Force, Subordinate Command, Seventh Fleet, and subsidiary departments, including all small craft, ARD-10, and Navy Base EIGHT-ONE. (b) Task Force, Seventy-One, including Head-quarters Units, Fleet Air Wing TEN, and tenders, AS 18 (ORION) with attached submarines, AS 13 (GRIFFIN) with attached submarines, Submarine Repair Unit, Navy 137, with attached submarines, and all miscellaneous small craft and auxiliaries. (c) Armed Guard Units (transient); (d) War Shipping Administration vessels (as required). (e) Transient U.S. Naval vessels; (f) Allied Military Services (British, Australian and Netherlands) as required.

The administrative offices of the Naval Supply Depot occupy 8,354 sq. ft. of space on the first floor of Dalgety's Building, a brick structure.

The total area of open storage space now in use comprises 3.3/4 acres.

Structures used for ordinary general storage of Depot stocks consist of 16 warehouses, aggregating 343,292 sq. ft. The detail of each building is at the end of the report on this Activity.

The total of refrigerated space now in use consists of 35,130 cu. ft., on a rental basis from local commercial firms. This can be increased or decreased, as required by amount of stocks carried.

The present storage space now in use by this Depot is overextended, due to inability to secure additional space through Commonwealth authorities and to the prohibition on new construction. Present stocks of GSK are sufficient to supply the forces now being served, with a 25% reserve. Stocks of provisions, clothing and small stores, and ship's store stocks are little more than adequate.

Personnel now on duty at this Depot are as follows: 21 officers, 139 enlisted men and 102 civilians.

REMARKS: During the months of May, June and July 1944, this Depot handled outgoing shipments aggregating 6,887,510 pounds, and approximately 22,200,000 pounds of incoming freight. Due to the shortage of enlisted and civilian personnel, it was necessary to

Storeroom is too small and totally inadequate for maximum operation. Personnel: 2 enlisted men and 1 civilian. Radar & Radio - Class 16 material. Storeroom 2, 134 sq. ft. Personnel: 1 enlisted man. Stores sufficient to meet demands. Receiving Section - Contains 11,751 sq. ft. Totally inadequate for the volume of material handled. Personnel: 6 enlisted men and 1 civilian.

Area Sq. Ft. - Total 25,000 sq. ft.

Type of Construction - Timber and iron.

Personnel: 14 enlisted men and 18 civilians.

REMARKS: This warehouse is very well stocked with the above classes of supplies needed by activities in this area. Its operations, however, are limited due to the shortage of storage space. With present stocks, the warehouse should be double its present size in order to operate to capacity. Lack of personnel is also a hampering influence.

Leased or Constructed - Leased.

Location - Shuffrey Street, Fremantle.

Use - Ordnance Spares and Landing Force gear.

Area Sq. Ft. - Total 23,000 sq. ft.

Type of construction - Timber and iron.

Personnel - 5 enlisted men.

REMARKS: This warehouse contains all Ordnance supply material and landing force gear. In addition a total of 5,104 sq. ft. is allocated to the Ordnance Department for space used as a repair shop, which is a separate function and not under the jurisdiction of Naval Supply Depot.

Type of Construction - Brick.

Personnel - 4 enlisted men and 2 civilians.

REMARKS: This warehouse consists of a three-story building. It is an old building with a consequent light floor-load capacity. Therefore, all stores and material assigned to this warehouse can not be assembled. It is necessary to store bulk material of the above classes in other warehouses until issues are made and new stock can be segregated to bins. Operations are limited by the lack of storage space and lack of personnel. No other suitable storage space is available.

Use - Issues of classes 14 and 59. Bulk storage for all warehouses.

Area sq. ft. - Total 50,000 sq. ft.

REMARKS: This warehouse is used principally to stow all bulk material for other warehouses. Also regular issues in classes 14 and 59 are made to ships and stations. Material for various ships and activities is stowed here when such activities have no storage space of their own available.

REMARKS: This building is a small warehouse used to handle issues of oil and kerosene to all ships and activities in this area. The warehouse is too small for efficient operation as the overflow of oil is stored in open space. Warehouse is in poor shape and lack of personnel limits its operation.

REMARKS: This building is a small garage used for storing and issuing all types of gas cylinders. One enlisted man in charge, who makes issues and in addition is in charge of two other small warehouses.

Location - Packenham Street, Fremantle.

Use - Storage for Advance Base Material and Cordage also used for Receiving and Shipping Section.

Area sq. ft. - Total 22,000 sq. ft.

Type of Construction - Brick.

Personnel - 4 enlisted men and 3 civilians.

REMARKS: Operations are very limited because this warehouse has to be used as a Shipping and Receiving Section in addition to storing the above material. Material on hand considered sufficient to meet present demands.

Use - Storage and issue of material in classes 34, 36, 38, 40, 41, 42, 43, 44, 45, and 69.

REMARKS: This warehouse is well equipped with stores and can satisfy most requests from ships in this area, but shortage of storage space limits its capacity.

REMARKS: Operations at this warehouse handicapped by lack of personnel and limited storage space. Mechanical equipment available at this location consists only of one lift-truck. "B" - One small warehouse in same area comprising 2,664 sq. ft. This space is used to handle acid

Type of Construction - Timber and iron.

Personnel - 10 enlisted men and 1 civilian.

REMARKS: This warehouse should be used only for provisions but due to lack of storage space it has to be utilized for other classes as above indicated. The men assigned to this warehouse also handle all frozen and chilled provisions which occupy four small refrigerated spaces located in various sections of Fremantle and listed under Cold Storage.

REMARKS: A new building constructed by Public Works Department, Navy 137. Formerly used as Medical Department Storehouse, now taken over by Naval Supply Depot, Navy 137. Limited value because of small size and great distance from main center of operation.

REMARKS: (1) Building constructed of iron and timber used as carpenter shop. Function is to pack and crate material for shipment, making bins for warehouses and general repair. 3,161 sq. ft. (2) Small brick building used for paint shop. 725 sq. ft.

REMARKS: The lighting, plumbing, construction of offices and other necessary improvements to this warehouse will be completed by 20 August 1944. The segregation of stores has begun.

Fueling Facilities (Details)

Details covering "Fueling Facilities" on page 11 are as follows:

1. FREMANTLE - NAVAL INSTALLATIONS

Storage Capacity: (all Furnace Oil): (a) 4 - 12000 ton tanks at East Fremantle; (b) 2 - 6000 ton tanks at South Fremantle; (c) 5 - 5000 ton tanks at South Fremantle. Total storage capacity - 85,000 tons.

Method of Fueling: Alongside. These tanks are connected to Anglo Iranian pipe lines. One 12" line (furnace oil), one 8" (diesel oil), one 8" (solar oil). The 8" lines are also used for furnace oil if necessary. (Not desirable).

Rate of Fueling: Furnace Oil, 420 - 450 tons per hour.

Length of Wharf and Depth of Water: Victoria Quay, to which pipe lines are connected is 5,249 foot long with 36 foot depth alongside at M.L.W.M. The pipe lines are laid the whole length of the quay with two feed points at each of the eight cargo sheds. Investigation is now being carried out as to possibility of making furnace oil fuel available at two or three berths on the North Wharf.

General: Normally, approximately 180 tons from each 12000 ton tank and approximately 100 tons from the 5000 and 6000 ton tanks would not be available for bunkering, but in an extreme emergency it could be obtained by using the sludge line and by suction hose through the manhole in the tank.


2. FREMANTLE - COMMERCIAL INSTALLATIONS

Anglo Iranian and Shell Oil Companies. (Anglo Iranian Management.)

Length of Wharf and Depth of Water: Victoria Quay, to which pipe lines are connected, is 5,249 foot long with 36 foot depth alongside at M.L.W.M. The pipe lines are laid the whole length of the quay, with 2 feed points at each of the 8 cargo sheds. Solar diesel oil can only be delivered at the following points: D Shed, E Shed, E and F Shed Ramp and F Shed.

General: Shell Company and Anglo Iranian Company each own approximately half the furnace and diesel oil. Normally, 600 tons of furnace oil would be available for bunkering but in an emergency this could be drawn off by the sludge line.

3. FREMANTLE - COMMERCIAL INSTALLATIONS

Vacuum Oil Company (North Side).

Storage Capacity: 1904 tons commercial diesel, 924 tons solar diesel oil.

Method of Fueling: Alongside. One pipe line to North Wharf. Commercial diesel can be pumped back to wharf; solar diesel returns by gravitation only.

Rate of Fueling: Commercial diesel oil, 50 tons per hour, berth 1 only; pump can be arranged for at other berths. Solar diesel not known but very slow.

SHIP AND BOAT REPAIR

Surface Ship Repair Activity

Attached to Commander Task Force, Seventy One, is a surface ship repair activity. The mission of this activity is the repair and upkeep of surface vessels.

Buildings: No prefabricated structures are used for administration or operation of this activity.

This activity is equipped with the following: 1 Portable boiler, 25 H.P. to supply steam to ships under repair when the ship's own boilers are secured; 1 Diesel generator, 115 volt, 65 KW, for ship's lighting; 1 Diesel air compressor, 350 cu. ft. per minute capacity. The facilities of local ship repair organisation are available for U.S. Navy use.

By use of the Western Australian Government Shop and employees and civilian contractors, all work on ships up to 3,000 tons can be handled ― steam turbine, reciprocator engine and diesel. Larger vessels can also be handled when dry docking is required.

Radio, Radar, and Sonar

The mission of this unit is the installation, repair and upkeep of all radio, radar, and sonar equipment on surface vessels, including merchantmen. Repair and upkeep of gyrocompasses on all surface vessels, including merchantmen.

This unit uses no prefabricated structures for administration or operation. The shop used is a permanently constructed building containing approximately 800 sq. ft. of floor space.

This unit has sufficient equipment for testing and calibrating equipment of surface vessels, including merchantmen. The major equipment consists of the following: 115-240 V.DC. motor generator for supplying necessary power to accomplish all tests and repairs, battery charging and shop power; 115V., 60 cycle motor-generator for supplying power to test equipment; 1 - 24" bed lathe; 1 Power grinder; 1 Powered drill press; 1 Circular saw.

This unit has handled repairs of all shipping requiring such repairs calling at this port.

Personnel: 1 officer and 10 enlisted men.

Mission: The Submarine Repair Unit, Navy 137, is a shore based activity which has an integral part in operating submarines in Task Group 71.3. Its mission is to provide the same facilities for repair and refitting of submarines as are provided by submarine tender, including submarine spare parts. In addition the Submarine Repair Unit has the mission of providing for the recreation and welfare of submarine officers and men in recuperation status. The further mission of this Unit is to operate and provide a motor vehicle pool, serving its own facilities and other vessels of the Task Group.

Buildings: Prefabricated Structures: The only prefabricated building used is a prefabricated storehouse 40' by 100' in which the Fleet Schools are maintained.

REMARKS: U.S. Navy Unit in Perth Military Hospital consisting of approximately 50 beds in the Australian Army General Hospital, Hollywood. It is a 614 bed hospital. Its facilities are used to care for more serious hospital cases and to afford medical and surgical consultation service of Australian Army and U.S. Navy specialists. Two other institutes are available for cases pending evacuation to Base 10. The Wooroloo Sanitorium for TB cases; the Heathcote Reception Home, Applecross, for mental cases.

This dispensary provides medical, surgical and dental care for the Submarine Repair Unit, the SubRon-16 relief crew, Submarine Division 161, the Torpedo Repair Unit, as well as for the crews of the submarines refitted by this activity. In all, approximately 1200 officers and men. Sanitation of submarine rest camps is supervised by this activity.

Twenty-six hospital beds are available in the main ward; two in the isolation ward. There is a completely equipped operating room with facilities for all major surgery. The pharmacy and laboratory, and dark room are well equipped. An ENT room is in the process of being set up. The dental office is equipped with two dental units and a dental X-ray. Two storerooms, one large head and one small, with shower facilities, a dressing room and a clerical office complete the divisions of the sick bay.

The dispensary is staffed by 2 medical officers, 2 dental officers, and 13 pharmacist's mates. The medical officer in charge is qualified in surgery. The pharmacist's mates include personnel well trained in surgical procedure, laboratory procedures, pharmacy, dental technicians, X-ray technician and clerical forms and procedures. A third medical officer, specialised in eye, ear, nose, and throat, has been assigned to this base.

AVIATION

Guildford Air Field

Mission: This airfield is primarily an airfield for civilian use, although at the present time it is used as an operational field by the R.A.A.F. Australian National Airways and the U.S. Navy. "Utility Training Unit, Aircraft, SEVENTH FLLET" is attached to Commander Task Force SEVENTY ONE for operations.

Buildings: One Quonset hut containing 576 sq. ft. of floor area is used for administration. One Quonset hut containing 576 sq. ft. of floor space is used for a duty bunk room. There is no hangar space occupied by the U.S. Navy at this field. Shops for minor repairs to equipment are housed in sheds totalling 1107 sq. ft. of floor space.

The U.S. Navy at this field is equipped to do minor checks, limited repairs to aircraft and radios and is equipped with the following ordnance material: practice bombs, parachute flares, .30 and .50 cal machine guns, .45 cal. pistols, float lights and grenades.

AVIATION

Guildford Air Field (Cont'd)

Major repairs to airplane engines are made at Kalgoorlie and Melbourne. Fueling is done by means of a U.S. Navy gas truck (600 gal. cap), the fuel being secured from the R.A.A.F. fuel tanks consisting of 4 - 6000 gal. tanks and 1 - 1200 gal. tank which are available at the field for fueling purposes. The U.S. Navy also has a bomb truck and trailer for re-arming.

The Utility Training Unit, Aircraft, SEVENTH FLEET, has, at present, 5 SBD's and 1 R4D3. The U.S. Navy facilities are available for handling only the equipment of this unit.

Permanently assigned enlisted personnel are quartered and messed at Crawley in Navy quarters and the officers are quartered and messed in the B.O.Q. There is sufficient room to accommodate a limited number of transients in these quarters.

Normal operating personnel of the Utility Training Unit, Aircraft, SEVENTH FLEET, consists of 8 officers and 32 enlisted men.




Runway Lengths.

Two strips each 6000 feet long and 150 feet wide, and one strip 5000 feet long and 150 feet wide. Strips are bituminous sealed.

Parking Capacity.

This provides for medium bombers, 24 splinter proof bins and 36 hide-outs. There are 3 hangars:

(a) 1 hangar 180' by 120'

(b) 2 hangars 110' by 110'





There are no other "H" components.

Ordnance Repair Shop, Shed No. 7, Service Force Subordinate Command, Seventh Fleet.

Mission: To train armed guard pool - overhaul and repair armed guard ordnance equipment, maintain stowage and issue of ammunition in Fremantle area, provide small arms range facilities for ships under Commander Task Force, Seventy One.

Ordnance Repair Shop is a wooden building formerly used as a wool storage shed: size 72'3" by 72'3".

This activity has equipment and facilities necessary to accomplish the mission as set forth in (1) above.

Armory, U.S. Naval Receiving Barracks, Navy 137.

Mission: Overhaul, maintain and stow small arms used for security, riot squads and boarding parties that may be required by Commander Service Force Subordinate Command, Seventh Fleet. Small arms consist mainly of .45 cal. pistols, .30 cal. carbines, .45 cal. Thompson submachine guns, and 12 gauge shotguns.

This unit is housed in 2 rooms of the Navy Receiving Barracks, Navy 137. The workshop is 24'9" by 10'2". The storeroom is 15'4" by 10'8".

Equipment sufficient to accomplish the mission.

Personnel: 2 enlisted men.




Gas Chamber, U.S. Naval Receiving Barracks, Navy 137.

Mission: To instruct Allied Naval Personnel under Commander Task Force Seventy-One in gas warfare.

This facility is located in a wooden building, 28'4" by 11'4" within the Receiving Barracks Compound, Navy 137.

This facility is operated by personnel assigned to the Armory.

Mission: The primary mission of the Torpedo Depot is to overhaul Mark 14, Mark 23, and Mark 18 torpedoes and issue these torpedoes to the submarines of the SEVENTH FLLET in a fully ready condition. A Mark 18 torpedo school is also functioning at the Torpedo Depot. This school is used to instruct all submarine crews in the Mark 18 torpedo.

Subiaco Field Torpedo Unit No. 3 (temporary stationed at the Subiaco Torpedo Depot)

Mission: The mission of this Unit is to maintain and adjust aircraft torpedoes. At present the personnel of this Unit are engaged in assisting the personnel of the Torpedo Depot in the overhaul of submarine torpedoes.

Buildings: All Field Torpedo Unit equipment is mobile. There are no prefabricated structures.

Equipment: The following are the major pieces of equipment: 1 7.5 cu. ft. gasoline engine air compressor mounted on a track laying trailer; 1 2 ton gasoline driven crane mounted on a track laying trailer; 4 T-9 tractors; 1 T-9 tractor crane; 8 - 2 ton track laying trailers; 1 workshop mounted on a track laying trailer; 1 10 ton track laying trailer; 1 mobile bunkhouse trailer; 1 Mark 1 and one Mark 2 Ford bomb trucks; 4 Mark 1 bomb trailers; 1 set of tools and spare parts for the preliminary and final adjustments of aircraft torpedoes.

Capacity: The Field Torpedo Unit is designed to carry 16 torpedoes and maintain them in a fully ready condition.

Personnel: 10 enlisted men.

Field Torpedo Unit No. 3 is under complement in that there are no machinist's mates or aviation ordnancemen assigned to the Unit.

Quarters: There is one bunkhouse trailer that accommodates 8 men.

Forty-nine enlisted men are housed in compartments built in naval Supply Depot warehouses. Four N.S.D. officers are housed in a private dwelling at 24 The Esplanade, Peppermint Grove.

Enlisted men are housed in four wooden buildings built under Reverse Lend-Lease - 23,200 sq. ft. Officers are housed in five Quonset Huts - 2,800 sq. ft. C.P.O.'s are housed in one quonset hut, and in one wooden building constructed under Reverse Lend-Lease - 3,200 sq. ft.

Capacity: 60 officers and 884 enlisted men.

One building used for steward and mess attendants quarters - 2,000 sq. ft. Two barracks each 40' by 180' constructed under Reverse Lend-Lease, 7,200 sq. ft. Officers are housed in six wings connected with sanitary buildings, lounge and mess hall: approximately 23,000 sq. ft.

Capacity: 140 officers and 580 enlisted men.

7 N.A.D. Ammunition Depot, Spring Hill

Seven Quonset Huts - 576 sq. ft. each - are used in housing enlisted men. Two thirds of a Quonset Hut is used for housing officers.

Capacity: 2 officers and 50 enlisted men.

Facilities: The water supply is from wells on Australian Army Ammunition Depot 3/4 mile away. A small household washing machine is provided for the men to do their own laundry. Power is supplied by diesel generator located on the camp. A septic tank is provided for sewerage. All of these facilities together with messing facilities, are adequate for this camp.

Service Force Subordinate Command Seventh Fleet, Officer's Quarters.

Five officers are housed in a private dwelling at 148 Forrest Street, Cottesloe.

Capacity: 5 officers.

CONSTRUCTION AND PUBLIC WORKS

Base Maintenance

Base maintenance is handled by the Public Works Department attached to Commander Service Force, Subordinate Command, SEVENTH FLEET. No CBMU as such are utilized at this base. Duties of the Public Works Officer are as follows: prepare and/or approve plans for all U.S. Navy construction, buildings, roads, graded areas and similar shore facilities. Exercise supervision and inspection over all such construction. Inspect, and supervise maintenance and repair over all roads, sewerage systems, utilities, waterfront structures, docking facilities, construction equipment, furniture and office equipment, towers, masts, and buildings under U.S. Navy cognizance in this area. Prepare, approve, undertake and inspect the camouflage of U.S. Naval shore facilities in conjunction with the defense camouflage committee of Western Australia. Maintenance of shop facilities ashore. Exercise supervision and cognizance over all transportation activities including maintenance, operation and repair of U.S.N. crawler and wagon cranes, trucks, automobiles, power driven mobile equipment.

Personnel attached to the Public Works Department area as follows: 6 officers, 2 Warrant officers, 87 enlisted men and 23 civilians.

Civiliam and Australian Government (State and Federal) facilities are available for reconstruction and base maintenance.

Water Supply System

Water supply for U.S. Naval activities in the Perth-Fremantle area is provided by the State operated water supply system. The system has a capacity of 35,000,000 gallons per day in this area. Two dams provide water storage for this area: The Canning Dam impounds 25,500,000 imperial gallons. The Mundaring Weir impounds 4,654,000,000 imperial gallons.

The upkeep and operation of this water supply system is the responsibility of the State Government of Western Australia.

Auto Overhaul Depots

The Transportation Department, under the Public Works Officer, maintains 3 garages for repairs and maintenance of automotive equipment.

The main overhaul work is handled at the Nedlands garage, corner of Stirling Highway and Broadway, Nedlands. Greasing and minor repairs are handled at the Fremantle Garage located at the corner of High and Queen Streets, Fremantle, and body and paint repair work is handled at the garage located at No. 3 Victoria Street, Fremantle. These garages handle 345 U.S. Navy motor vehicles.

In addition to the U.S. Navy operated garages, civilian garages and repair facilities are available.




Saw Mills

The U.S. Navy operates no saw mills in this area. Civilian and State Government operated saw mills supply the needs of the Services in this area.

Both (b) and (c) can be used at any berth. At North Wharf: One 3 ton capacity, 60 ft. lift which can be used at any berth; two electric loading bulk gantries; eight electric loading bag gantries.




Cargo Handling Capacity

The cargo handling capacity is 5,000 long tons per day.




Ship Piers

REMARKS: There are no piers in the Fremantle Harbor. Two wharves are used instead: Victoria Quay (South Side): A 5,270 dock on south side of inner harbor with 36 ft. of water alongside. Constructed of reinforced concrete piles with bitumen covered timber decking. All berths are provided with adequate railway facilities and trucks may be shunted under ship's gear as required. There are eight good sheds on the dock equipped with electrical appliances for rapid handling of cargo. Water for drinking and flushing systems is provided at all berths. Fuel oil fueling points are provided at all berths. Diesel oil fueling points are provided at D, E and F Sheds.

American Red Cross, Riverside Drive.

The American Red Cross maintains a converted yacht club for enlisted personnel. This is a two storied framed recreation center equipped to serve meals, provide for dancing, picnics and quiet games, such as table tennis.

American Red Cross, Riverside Drive, Perth. Cont'd

The recreation centers listed are available to all U.S. Naval personnel regardless of their assignment of duty. In addition to the recreation center listed, the Perth-Fremantle area provides other numerous recreational facilities and athletic facilities, such as private golf clubs, large public parks, ocean swimming, horseback riding, hunting on public land. Most of the facilities are free to U.S. Naval personnel except horseback riding. A rifle and pistol range is available by arrangements with the Australian Army.
