Whereas I deem it expedient to appoint a Commission to inquire into and report on the matters hereinafter and by reason of the great trust I repose in your knowledge and ability, I do hereby authorise and appoint you—

to be Chairman of a commission, with the following terms of reference:

To inquire into, report on and make recommendations with regard to the basis of of the Government's bread subsidy scheme with specific reference to—

(a) the justification or otherwise of the scheme; and if the continuation thereof is deemed justified—

(b) what the nature and extent of the Subsidy should be;

(c) the source(s) from which it should be financed; and

(d) the manner in which the subsidy should be applied to ensure that the subsidy is most effectively utilised to the advantage of the less privileged consumers.

I do hereby desire and require that you do, as soon as this can conveniently be done, using all diligence, report to me the result of your and in particular that your report I and recommendations with regard to points (a), (b) and (c), at least of your terms of reference be submitted not later than 15 September 1985.

And I further direct that this Commission shall continue in force until you have finally reported on the matters and carried out the duties aforesaid, or otherwise until this Commission Shall by me be revoked, and that you shall sit from time to time at such place or places as you may find necessary for the purpose aforesaid.

Commencement of section 7 of the Copyright Amendment Act, 1984 (Act 52 of 1984)

By virtue of the powers vested in me by section 15 (1) of the Copyright Amendment Act, 1984, I fix 1 April 1989 as the date on which the said section 7 shall come into operation.
