Constitution of Sri Lanka/Fifteenth Amendment
Section 1 Short title
[edit]1. This Act may be cited as the Fifteenth Amendment to the Constitution.
Section 2 Repeal of Article 96a of the Constitution
[edit]2. Article 96A of the Constitution of the Democratic Socialist Republic of Sri Lanka (hereinafter referred to is " the Constitution") is hereby repealed.
Section 3 Amendment of Article 98 of the Constitution
[edit]3. Article 98 of the Constitution is hereby amended by ' he repeal of paragraph (3) of that Article and substitution of the following paragraph therefor: -
- "(8) The Commissioner of Elections, as soon as possible after the certification of the registers of electors for all the electoral districts, shall, by Order published in the Gazette, certify the number of members which each electoral district is entitled to return by virtue of the Proclamation under Article 97 and this Article.".
Section 4 Amendment of Article 99 of the Constitution
[edit]4. Article D9 of the Constitution is hereby amended as follows: -
- (1) by the substitution, in sub-paragraph (a) of paragraph (6) of that Article, for the words less than one eighth of the total votes", of the words " less than one twentieth of the total votes " ; and
- (2) by the repeal of paragraph (1.4) of that Article,
Section 5 Amendment of Article 99A of the Constitution

Article 99A of the Constitution is hereby amended by the insertion immediately after the third paragraph of that Article, of the following new paragraph :- " The Commissioner of Elections shall before issuing the aforesaid notice determine whether the number of members belonging to any community, ethnic or otherwise, elected to Parliament under Article 98 is commensurate with its national population ratio and D 002056..10,410 (88/12) request the secretary of such recognized political party or group leader of such independent group in so nominating persons to be elected as Members of Parliament to ensure as far as practicable, that the representation of all communities is commensurate with its national population ratio.".
Section 6 Amendment of Article 99A of the Constitution
[edit]6. For the avoidance of doubts, it is hereby declared. that the Proclamation made under paragraph ('1} of Article-96A of the Constitution and published in Gazette Extraordinary No. 516/8 of July 27, 1988, shall be of no force and effect after the date of commencement of this Act.
