Preamble

We, the representatives of the African Diplomatic Organization (ADO) and the African Union Youth Assembly (AUYA), in recognition of the importance of fostering diplomatic relations, international cooperation, and the training of future diplomats and leaders, hereby establish the Consular & Diplomatic Service University (CDSU). This treaty grants the CDSU its autonomous status under the Continental Treaty of the AUYA General Assembly.

Article I: Establishment of CDSU

1. The Consular & Diplomatic Service University (CDSU) is hereby established as a premier Foreign Service Institute in Africa. 2. The CDSU shall be located in Accra, Ghana, and shall serve as the primary institution for training Career Diplomats, Emerging Leaders, and young Diplomats across Africa.

Article II: Mission and Objectives

1. The CDSU aims to train future diplomats and leaders through rigorous academic programs, practical training modules, and comprehensive research initiatives. 2. The University shall promote peace, security, and international cooperation through its educational programs and research activities. 3. The CDSU shall collaborate with global institutions, including the United Nations University (UNU), to enhance its academic and research capabilities.

Article III: Autonomy Status

1. The Consular & Diplomatic Service University (CDSU) is hereby granted full autonomy under the Continental Treaty of the AUYA General Assembly. 2. The CDSU shall have the authority to govern its academic, administrative, and financial affairs independently, in accordance with its mission and objectives.

Article IV: Governance Structure

1. The CDSU shall be governed by a Board of Trustees, consisting of representatives from the ADO, AUYA, and other relevant stakeholders. 2. The Board of Trustees shall appoint the President of the University, who shall oversee the day-to-day operations of the CDSU. 3. The academic and administrative policies of the CDSU shall be determined by the University Senate, consisting of faculty members, administrators, and student representatives.

Article V: Funding and Resources

1. The CDSU shall receive funding from the ADO, AUYA, and other international donors to support its academic and research activities. 2. The University shall be authorized to seek additional funding through grants, partnerships, and other financial initiatives to ensure its sustainability and growth.

Article VI: Collaboration and Partnerships

1. The CDSU shall establish partnerships with international organizations, governments, and academic institutions to promote research, exchange programs, and collaborative projects. 2. The University shall actively engage in outreach activities to promote its programs and initiatives across Africa and beyond.

Article VII: Implementation and Amendments

1. This treaty shall come into effect upon its ratification by the representatives of the ADO and AUYA. 2. Any amendments to this treaty shall require the approval of the majority of the representatives of the ADO and AUYA.
