I.C.S. : son of Colonel Sir George Couper, Bart., Comptroller of the House-hold of H.R.H. the Duchess of Kent : born 1824 : educated at Sandhurst and Haileybury : entered the Bengal Civil Service in 1846 : joined the Panjab Commission in 1849 : served in the Indian mutiny, through the siege of Lucknow under Sir Henry Lawrence, and after his death under Brig-General Inglis and Sir James Outram : Chief Commissioner in Oudh, 1871–6 : Lieutenant-Governor of the N.W. Provinces, 1876 : retured 1882 : C.B. : K.C.S.I. : C.I.E.
