The five employees in the office of the Assistant Attorney-General in charge of the defense of suits before the Spanish Treaty Claims Commission, who have been specially recommended by him for retention in the public service, with the concurrence of the Attorney-General, may be transferred to the competitive classified service; no such transfer to be made until after appropriate noncompetitive examination and approval by the Civil Service Commission.
