Executive Order 1103

The unclassified laborers employed in the Customs Service at the port of New York whose names appear upon a list of persons recommended for classification as watchmen by the Treasury Department with the approval of the Civil Service Commission may be classified as watchmen at $960 per annum, but shall not be eligible for transfer or promotion beyond the watchman force without examination. This order is made upon the recommendation of the Civil Service Commission.
