Executive Order 1114
Upon recommendation of the Civil Service Commission, concurred in by the Secretary of War, persons now employed as oilers in the Quartermaster's Department at Large who have rendered satisfactory service and are recommended for retention by the Secretary of War are hereby transferred with their positions to the competitive classified service. Persons affected by this order will acquire no rights of transfer or promotion other than those usually enjoyed by employees holding positions of a similar grade, and vacancies in the position of oiler will hereafter be filled in accordance with the civil-service rules.
This action is ordered because the position of oiler is treated as classified in other branches of the service, and its duties are above the grade of mere unskilled laborer or workman.
