Executive Order 12589

By the authority vested in me as President by the Constitution and laws of the United States of America, including Title VII, Section 701(d) of the Act making appropriations for the Treasury Department, the United States Postal Service, the Executive Office of the President, and certain Independent Agencies, for the fiscal year ending September 30, 1987, and for other purposes, as contained in Section 101(m) of Public Laws 99-500 and 99-591, and Section 301 of Title 3 of the United States Code, it is hereby ordered as follows:

Section 1.

The Director of the Office of Personnel Management is hereby delegated authority to prepare and submit to the Congress a report concerning the desirability, feasibility, and cost, if any, of permitting Federal employees voluntarily to donate annual and sick leave for the use of other Federal employees who need such leave for medical or family emergency or other hardship situations.

Sec. 2.

The authority of the President to prescribe regulations under Section 701(d)(1) of Public Law 99-500 and Section 701(d)(1) of Public Law 99-591, governing a temporary program for the transfer of unused accrued leave in not more than three cases, is hereby delegated to the Director of the Office of Personnel Management.
