Executive Order 1580

With a view to meeting emergencies in the machine shop of the Bureau of the Census, in connection with the continuation of the Thirteenth Decennial Census work during the fiscal year 1913, the Secretary of Commerce and Labor is hereby authorized to employ, until June 30, 1913, without reference to the civil-service rules, such machinists, toolmakers, electricians, and apprentice boys (machinists) as may be necessary for the prosecution of the work whenever, in his opinion, it is not practicable to make such appointments from the civil-service lists. This order extends the authority for similar appointments contained in the Executive order of December 29, 1909.
