The following persons may be appointed to the position of special agent of the Treasury Department, without compliance with the civil-service rules, their fitness therefor having been demonstrated by service in the positions named: William E. Bainbridge, special employee; George H. Moritz, immigrant inspector; George E. Foulkes, special employee; Edwin R. Wakefield, special employee; Taliesin Evans, special employee; Lawrence B. Kemp, special employee; Charles E. Lewis, special employee; William F. Bunn, special employee; James O. Brsosinski, special operative, secret service.
