Laborers appointed without examination to statutory positions in the field service of the Bureau of Fisheries, who have been assigned to fish-cultural duties, and whose names appear on the list furnished the Civil Service Commission, are hereby classified, and may be transferred and promoted in accordance with the civil service rules and regulations.
