The civil-service rules are hereby amended by adding to Schedule A the following section:


X.—Interstate Commerce Commission.

  1. Not exceeding 20 special agents under the division of prosecutions, subject to such evidence of qualification as the Civil Service Commission may prescribe after consultation with the Interstate Commerce Commission: Provided, That should the Civil Service Commission at any time have reason to believe that the privilege afforded by this section is abused, it may revoke it.
