Executive Order 868
It is hereby ordered that on and after July 1, 1908, the land within the boundary shown on the attached diagram, heretofore set apart, reserved, and proclaimed as parts of the Black Mesa and Tonto National Forests, shall be known as the Sitgreaves National Forest. The remaining portions of the Black Mesa National Forest shall continue reserved and constitute the Apache National Forest and parts of the Coconino and Tonto National Forests. It is not intended by this order to release any land from reservation or to reserve any land not heretofore embraced in a National Forest.
