Whereas the Government of the United States has acquired all right, title, and interest to and in that portion of all lands situate within the limits of the municipality of Olongapo, Province of Zambales, comprised within the United States naval reservation of Olongapo set aside for such purpose by the President of the United States in an executive order dated November twenty-sixth, nineteen hundred and two, as amended by executive order dated February thirteenth, nineteen hundred and nine; and
Whereas the public welfare demands the transfer of all civil persons from said naval reservation except such as the naval authorities may in their discretion permit to reside thereon for the best interests of the United States, thus rendering it impracticable and unnecessary that any independent municipal government should continue within said reservation:
Now, therefore, in pursuance of Act Numbered Seventeen hundred and forty-eight, entitled “An Act authorizing the adjustment of provincial and municipal boundaries and authorizing the change of capitals of provinces and subprovinces, as may be necessary from time to time to serve the public convenience and interest,” the fourteen municipalities of the Province of Zambales, as established by Acts Numbered Nine hundred and forty-five and One thousand and four, and Executive Orders Numbered Fifty-one, series of nineteen hundred and seven, One and Seven, series of nineteen hundred and eight, and Fifty-seven, series of nineteen hundred and nine, are hereby reduced to thirteen, by annexing the present municipality of Olongapo to the municipality of Subic, Province of Zambales.
The annexation herein made shall take effect April first, nineteen hundred and twelve.
The barrio or barrios now forming a part of the municipality of Olongapo comprised within the naval reservation shall on and after April first, nineteen hundred and twelve, be known as the barrio of Olongapo, municipality of Subic.
For the purpose of collecting the legal revenues and receipts of the barrio of Olongapo as herein constituted, and disbursing the same, the provincial treasurer of Zambales shall appoint a deputy provincial treasurer whose permanent station shall be within the barrio of Olongapo and whose salary, necessary traveling expenses, and bond premium shall be paid from barrio funds. Such collections shall not be available for disbursement until after the usual audit and transfer by the provincial treasurer. Said disbursements shall be made upon triplicate vouchers, approved by the commandant of the Olongapo Naval Station, or some one duly authorized to act for him, for any and all purposes for which such funds might legally be spent in a municipality regularly organized under the provisions of the Municipal Code, as amended. Duplicate copies of these vouchers properly accomplished will be forwarded monthly to the municipal treasurer of Subic for submission to the municipal council which shall approve the same.
That portion of all public funds existing in the treasury of the municipality of Olongapo on March thirty-first, nineteen hundred and twelve, after the liquidation of all obligations incurred by the municipality of Olongapo to that date, as certified by the Insular Auditor, in the proportion that the number of inhabitants of the barrio or barrios comprised within the United States naval reservation bears to the total number of inhabitants of the municipality of Olongapo as shown by the census report of nineteen hundred and three, and such public funds as may after April first, nineteen hundred and twelve, accrue to the municipality of Subic by reason of the residence of taxpayers within the territorial limits of the barrio of Olongapo as herein constituted shall be expended solely and exclusively in said barrio, and it is hereby directed that such public funds shall be turned over monthly by the municipal treasurer of Subic, on memorandum receipt, to the resident deputy of the provincial treasurer of Zambales herein provided for to be expended by said deputy of the provincial treasurer as heretofore provided.
From and after April first, nineteen hundred and twelve, five per centum of all revenues which accrue to the municipality of Subic by reason of taxes collected from residents within the territorial limits of the barrio of Olongapo as herein constituted shall be retained by the municipal treasurer of Subic to cover expenses incurred by that municipality in administering the civil affairs of said barrio.
The necessary accounting regulations shall be prescribed by the Insular Auditor.
The attention of all parties concerned is hereby invited to the fact that no person may enter or remain in said naval reservation unless the permission of the commanding officer thereof is first obtained, and such authority should be applied for in writing, unless the urgency of the matter requires that application be made in person.
The provisions of this order shall take effect April first, nineteen hundred and twelve.
