Pursuant to the provisions of Act Numbered Two thousand seven hundred and twenty-four, approved December seventh, nineteen hundred and seventeen, I hereby establish as a province the former Province of Romblon, effective on February twenty-second, nineteen hundred and eighteen, and declare the provisions of said Act Numbered Two thousand seven hundred and twenty-four, to be in full force and effect on and after that date.
