LETTER OF INSTRUCTION No. 28

To: All Heads of Departments, Offices and Agencies of the Government

In view of the insufficiency of available funds of the National Government to meet the retirement, leave and other benefits of officers and employees separated from the service in compliance with Letters of Instructions No. 11 and 14–A dated September 29 and October 15, 1972, and to obviate discrimination and injustice in the payment of such benefits, it is hereby ordered:

  1. Claims for retirement benefits payable by the Government Service Insurance System (GSIS), shall be processed and paid in accordance with existing policy and procedure of the system; and
  2. Action on claims for retirement benefits payable by the respective offices and for the money value of accumulated vacation and sick leaves shall be temporarily held in abeyance paying the determination of the total amount required to pay the same and the funds that are available and that should be generated for the purpose.

This Order shall be strictly observed.
