Otway, Sir Arthur John, Bart., M.P., chairman of ways and means and deputy speaker House of Commons since 1883, undersecretary of state for foreign affairs 1868-71, M.P. Stafford 1852-7, Chatham 1865-74, Rochester since 1878, J.P. Middlesex, contested Chatham 1859, Tynemouth 1861, educated at Royal Military Coll., Sandhurst, entered 51st light infantry 1839, served in India and Australia, retired 1846, a student of the Middle Temple 12 Nov., 1846, called to the bar 25 Jan., 1850 (2nd son of Sir Robert Otway, Bart.); born 8 Aug., 1822; married 16 Sept., 1851, Henrietta, dau. of Sir James Langham, 10th bart. (see Foster's Baronetage).
