Phillips, Charles Palmer, M.A. Christ Church, Oxon, from Eton, a commissioner in lunacy since 1872, secretary to commissioners in lunacy 1865-72, revising barrister for city of London 1864, principal secretary to (Lord Chelmsford) lord chancellor 1859, author of Copyright, Law, and of Law concerning Lunatics, a student of Lincoln's Inn 21 July, 1842 (then aged 20), called to the bar 29 Jan., 1846 (2nd son of William Edward Phillips, Esq., governor of Prince of Wales' Island, who was son of Genl. William Phillips, M.P., lieut.-governor of Windsor Castle, etc.); born 1 Oct., 1822; married 30 July, 1846, Eliza Lowndes, eldest dau. of William Loftus Lowndes, Q.C.
