Category loop

@CalendulaAsteraceae: It looks like this might be creating category loops, e.g. Category:PD-in-USGov is in itself (because it includes the template, which adds the category that the template is shown on). Sam Wilson 03:49, 18 December 2022 (UTC)

@Samwilson Great! It actually turned out that {{PD-in-USGov}} wasn't using the {{license}} categorization functionality, which doesn't categorize in the Category namespace, so fixing that took care of the problem.
