Section31.This Act shall be under the charge of the Secretary for Metropolitan Administration, who shall give commands for its execution in every respect.

A great royal command has been given by Phrabat Somdet Phra Paramin Maha Chulalongkorn Phra Chunlachomklao Chaoyuhua, directing the following to be announced for general information: Since His enthronement and coronation on, He has been considering that although it is true that the slavery tradition existing in the Kingdom of Siam merely involves the formation of voluntary slavery agreements, not the captive slavery which gives rise to abusive oppression, it is one of the things which bring obstruction to the prosperity, benefit, and happiness of the public, making its discontinuation necessary. Only upon giving up the slavery tradition can the Kingdom of Siam enjoy perfect prosperity at the same level as other countries. However, the slavery tradition
