towns. In case of the death or absence of both the Governor and Lieutenant-Governor, the Senate was to succeed to their powers. In matters requiring the action of the Governor and Senate no veto was given the Governor. The power of pardon was placed with the Governor, Lieutenant-Governor and Speaker. Only Protestants could be Governor, Lieutenant-Governor, Senator, Representative or Judge.

Curiously enough, none of these special provisions were inserted in the constitution adopted two years later, but a great deal of the work bestowed on the document proved valuable to the framers of the next one.
