Early in August, 1823, George Canning, Minister for Foreign Affairs of Great Britain, sent for Richard Rush, a representative of the United States, and informed him that the Holy Alliance, in the greatest secrecy, had determined to subjugate the Central and South American communities that had recently revolted from Spain.
