In addition to meeting with Federal agencies, the Census Bureau undertook numerous programs and activities with State agencies and selected tribal, local, and regional officials. These efforts were designed to encourage public awareness of the 1990 census, to build wide public support, to seek participation in the preparatory definitional process, to ensure the maximum return of correctly filled out questionnaires, and to determine the geographic levels for which the officials needed decennial census data to accomplish their decision-making, regulatory, and legislative mandates.
