In 1891-92 he was a member of the New Hampshire state senate; and was chairman of the judiciary committee. In 1893-97 he was a member of the fifty-third and fifty-fourth congresses from New Hampshire as a republican. In 1902 he was a member of the constitutional convention of New Hampshire. Baker, James Heaton, soldier, educator, journalist, government official, was born May 6, 1829, in Monroe, Ohio. He removed to Minnesota and became the secretary of that state. He served as a colonel in the army in 1862-63; was made provost-marshal for the department of Missouri; and served as such until the close of the civil war, having been made brigadier-general. He was then appointed register of public lands at Boonville. Mo.; and in 1871-75 was commissioner of pensions.
