Bouligney, John Edward, congressman, was born Feb. 5, 1834, in New Orleans, La. In 1859-61 he was a representative from Louisiana to the thirty-sixth congress; and of the representatives of twelve millions of people, he was the only one who refused to abandon his state to the leaders of the secession movement, and continued in congress until the close of his term. He died Feb. 20, 1864, in Washington, D.C. Bound, Franklin, lawyer, state senator, congressman, was born in 1839 in Milton, Pa. He was a state senator in 1860-63; declining a renomination. He was a delegate to the republican gubernatorial convention of the state in 1864; and was a delegate to the republican national convention of 1868; in 1885-89 he was a representative from Pennsylvania to the forty-ninth and fiftieth congresses as a republican. Bourgade, Peter, clergyman, bishop, was born in 1845 in France. He went to Arizona as a missionary; and in 1885 became vicar apostolic of Arizona, with titular rank of bishop of Taumaoo. She is the author of Memoir of John Motte Arnold, her father; and of The Stars Through Cypress Trees, a volume of poems. Boughton, Willis, educator, author, was born April 17, 1854, in Victor, N.Y. In 188688 he was a writer for Allen's History of Civilization ;

1890-93 was joint-editor of the Journal of Pedagogy. Since 1892 he has filled the chair of rhetoric and English literature in the Ohio university. He is the author of Mythology in Art; History of Ancient Peoples and various other works on educational and
genealogical subjects, which have been valuable acquisition to American literature. Bouic, William Veirs, lawyer, was born July 20, 1846, near Rockville, Md. He studied law under the instruction of his father, the late Judee William Veirs Bouic. He has been vice-president of the Maryland bar association; for seventeen years was mayor of Rockville, Md.; and was a presidential elector in 1893.

Bouldin, Powhatan, journalist, author, was born May 34, 1830, in Charlotte county, Va.; and was a descendant of Pocahontas. For thirty years he was editor and proprietor of the Weekly Times of Danville, Va. He was the author of Home Reminiscences of John Randolph; and The Old Trunk, or Sketches of Colonial Days. He died March 7, 1907, in Danville, Va. Bouldin, Thomas T., lawyer, jurist, congressman, was born in Virginia. In 1829-33 he was a representative from Virginia to the twenty-first and twenty-second congresses.

N.M. Bourgeois, Charles A., planter, lawyer, statesman, was born Aug. 1, 1853, in New Orleans, La. He graduated from the Staright university of New Orleans, La. He is a successful lawyer and planter of Killona, La. Since 1879 he has represented the parish of St. Charles in the general assembly of the Louisiana state legislature; and has been a member of numerous important committees.
Bourke, John Gregory, soldier, author, was born June 33, 1846, in Philadelphia, Pa. He was a United States army officer; and in 1890 was brevetted major. In 1896 he was elected president of the American folk-lore society. He was the author of The Snake Dance of the Moquis of Arizona, a valuable contribution to ethnology; An Apache Campaign in the Sierra Madre and On the Border with Crook. He died June 8, 1896, in Philadelphia, Pa.
Bourne, Augustus Osborn, soldier, manufacturer, state senator, diplomat, governor, was born Oct. 1, 1834, in Providence, R.I. He engaged in the manufacture of india-rubber goods at Providence; and was sole proprietor of a large factory. In 1867 he founded the National rubber company, of Bristol, of
which he became the executive head. In 1876 he was elected state senator; and was annually re-elected without opposition until 1883,
