In 1863 he was a representative in the Iowa state legislature; and in 1864-65 was member and president of the Idaho territorial council. In 1866-68 he was associate justice of the supreme court of Idaho. Since 187a he has practiced law in New York City; and in 1901-04 was mayor of Roselle Park, N.J. Cummins, John D., congressman, was born in Pennsylvania. In 1845-49 he was a representative from Ohio to the thirtieth congress.

Cunningham, Arthur, educator, librarian, was born Feb. 31, 1865, in Richmond, Ind. He graduated from Depauw university in 1887; was assistant librarian and instructor in latin in that institution; and was subsequently appointed librarian and professor of library science in the Indiana state normal school at Terre Haute. He was appointed one of the founders of the Indiana library association, of which he served as president. Cunningham, David West, civil engineer, was born Dec. 24, 1829, in Boston, Mass. He was engaged in the construction of the waterworks in Charleston and Lowell, Mass. He built the Tarkio valley railroad.

Cunningham, Thomas Davis, soldier, business man, banker, was born Aug. 17, 1839, in Blairsville, Pa. He received a thorough education; and in 1864 graduated from Jefferson college of Pennsylvania. In 1861 he enlisted in the army as a member of Company B, fifty-sixth regiment Pennsylvania volunteers. He was promoted to sergeant, second lieutenant and first lieutenant; and participated in all the engagements of the army of the Potomac from the second battle of Bull Run to the battle of Gettysburg. He led his company in the battle of Gettysburg; and was severely wounded. He has been a successful coal operator and banker; and is president of the First national bank of Blairsville, Pa. Cupp, Walter Roberts, lawyer, public official, was born Nov. 20, 1879, in Carthage, Mo. He was educated at the college of Idaho at Caldwell. He is a lawyer by profession, with real estate interests. He was a delegate to state conventions of various organizations; was a delegate to the national live stock and to the national wool growers conventions; and was honored with the appointment as a special delegate to the national forest congress which met in 1905 in
Washington, D.C. He is now United States commissioner for the district of Idaho; referee in bankruptcy for the central division district of Idaho; and resides in Caldwell, Idaho.
