In the fifty-fifth congress he in- troduced the bill to reorganize the navy.
Foss, Cyrus David, educator, clergyman, bishop, author, was born Jan. 17, 1834, in Kingston, NY. In 1857 he entered the traveling minis try was for six years in the city of Brook- lyn; and for ten years pastor in churches in New York City. In 1875-80 he was presi- dent of the Wesleyan university; and in 1880 was elected and or- dained a bishop of the methodist episcopal church. His residence has since been at Minneapolis, Minn.; and in Philadelphia, Pa. His duties have taken him to many lands; and he has twice traveled completely around the globe. He has published Sermons and Addresses, and other works.
Foss, Sam Walter, librarian, author, poet, was born June 19, 1858, in Candia, N.H. Since 1898 he has been librarian of the Somerville public library. He is a noted lec. turer and reader of his own poems. He is the author of Back Country Poems; Whiffs from Wild Meadows; Dreams in Homespun Songs of War and Peace; and Songs of the Average Man.
Fossler, Laurence, educator, philologist, author, was born March 12, 1857, in Ger- many. Since 1894 he has been professor of Germanic languages and literatures at the university of Nebraska. He is the author of a Brief German Grammar; and Practical German Conversations.

Foster, Abby Kelley, reformer, abolitionist, was born Jan, 15, 1811, in Pelham, Mass. She was a noted reformer, and an ardent abolitionist. She died Jan, 14, 1887, in Wor- cester, Mass.
Foster, Ahiel, clergyman, statesman, con- gressman, was born Aug. 8, 1735, in Andover, Mass. In 1761-79 he was pastor of the con- gregational church of Canterbury, N.H. In 1783-84 he was a delegate from New Hamp- shire to the continental congress. In 1789- 91 he was a representative from New Hamp- shire to the first congress. In 1793-94 he was president of the New Hampshire state senate. In 1795-1803 he again represented New Hampshire in the fourth, fifth, sixth and seventh congresses. He died Feb. 6, 1806, in Canterbury, N.II.
Foster, Addison Gardner, business man, United States senator, was born in 1837 in Belchertown, Mass. In 1859-75 he was en- gaged in the grain and real estate business; and later was county auditor and surveyor of Wabasha, Minn. In 1899-1903 he was clected United States senator to fill a va cancy.

He is the author of Ardeen Foster's Poetical Works; Broken Barriers; The Reign of John Rudd; Yana of the Barracks; Twelve Jolly Bachelors; and The Red Nubbin. He is also the co-author of Sam❜l of Posen, a character comedy.
