of Delaware in 1840-44. He died April 27, 1849, in Delaware. Cooper, William C, congressman, was born Dec. 18, 1833, in Mount Vernon, Ohio. He was prosecuting attorney for Mount Vernon in 1859-63; was mayor of Mount Vernon in 1863-64; was a representative in the state legislature in 1872-74; and was judge-advocate-general of Ohio in 1879-84. In 1881 he became a member of the board of education of the city of Mount Vernon; and in 1882 was elected president of the board. In 1885-91 he was a representative from Ohio to the forty-ninth, fiftieth and fifty-first congresses as a republican. Hfe died in 1902 in Mt. Vernon, Ohio.
Cooper, William Finemore, lawyer, jurist. 4, 1860, in Petersburg, Va. He received the degrees of LL.B. and LL.M. from Columbia university law school of Washington, D.O. He was a page in the United States^ house of representatives and later to the supreme court of the United States; and in 1876-77 to the electorial commission appointed to decide the Hayes-Tilden presidential controversy. He engaged in the practice of law in Chicago, 111. ; and since 1892 has been master in chancery of the circuit court of Cook county. Cooperrider, George T., clergyman, author, was bom March 30, 1852, in Licking county, Ohio. In 1877-1901 he was in active pastorate of the Lutheran church. Since 1903 he has been editor-in-chief of the Lutheran Standard of Columbus, Ohio. He is the author of The True; The Means of Grace; and The Land of God.
