To this, citizens of Bristol made a protest, "(i.) We look upon the town of Warren to be equal in value to the town of Bristol, and, (2), As it was a tie vote in the lower house and the speaker turned the vote in favor of the town of Warren." In 1756 the only roads on the east side of the river was one running north and south from Kelley's Ferry to Joll's Gate at the Bristol line, one running east to Kickemuit and three short ways to the river, one of which led to Martin's Ferry.
