the immediate mobilization force. Maj. Gen. Ray E. Porter, director of the Special Plans Division, supported the Guard's view regarding funds and noted that facilities were not available for use by Class A divisions. Furthermore, he believed the Organized Reserve Corps divisions would compete with Guard formations for available personnel. Porter therefore proposed reclassification of all Class A divisions as Class B units. Eventually the War Department agreed and made the appropriate changes.[1]
Although the dispute over Class A units lasted several months, the War Department proceeded with the reorganization of the Organized Reserve Corps
