ORDINANCE NO. 00-08
A ORDINANCE PROVIDING ADDITIONAL TWO (2) LEAVE OF ABSENCE WITH PAY, IN ADDITION TO THE VACATION, SICK AND FORCED LEAVES PROVIDED BY CSC LAW, TO EVERY EMPLOYEE OF THIS MUNICIPALITY WHO DONATES BLOOD TO THE PHILIPPINE NATIONAL RED CROSS.
Article 1. Introductory Provision.- Blood Donation is an unselfish act and human sacrifice on the part of the donor for purposes of saving other people’s lives. The blood donor, by removing something from his body and transferring it to somebody, therefore must be given a small amount of incentives from the government for doing such humanitarian act.
Article 2. Applicability. - This ordinance shall be applied only to all employees of this municipality, whether casual, temporary, contractual or permanent, who donate blood not less than 200 CC to the Philippine National Red Cross (PNR).
Article 3. Incommutability Provision. - This two (2) leave of absence granted to the blood donor, however, cannot be commuted into cash or be subject to monetization in case the blood donor failed to avail them at the end of each year.
Article 4. Transitory Provision. - Any provision of this ordinance which is considered inconsistent to Civil Service laws, policies and regulations concerning leave of absence of employees shall be considered null and void and shall be a ground for the nullification of this whole ordinance.
Article 5. Effectivity.- This Ordinance shall take effect fifteen (15) days after the final approval of the Municipal Mayor.
