Foreign Aid Considerations: Military assistance to finance the French and Associated States military effort and to supply military hardware would continue at approximately current rates (FY 1954 = $800 million; FY 1955 = $1130 million) Expenditures for economic assistance in Indochina would be substantially increased over the present rate of expenditure ($25 million). These figures do not take into account the cost of U. S. military participation or the possible cost of post-war rehabilitation in Indochina.
