reference to the rules of such order or society that failure to pay such assessment will cause the member to be suspended or that his certificate will become void, if the assessment referred to does not appear to be past due.

Postmasters are expected to exercise vigilance in the enforcement of this regulation. If there is doubt as to whether a card should be excluded it should be forwarded to the Solicitor for the Post Office Department for a decision.
