- "^TTHEREAS notwithftanding the many good Laws before this Time made, and ftill in Force,
' VV prohibiting the Exportation of Leather out of this Realm, and the Penalty by thofe Ads im-
- pofed, by the Cunning and Subtilty of fome Perfons, and the Negledt of others who ought to take Care
'thereof; th'e^e are fuch Quantities of Leather daily exported to foreign Parts, that the Price of Leather ', is grown to thofe exceffive Rates, that many Artificers working Leather, cannot furnifh themfelves with ' furacient Store thereof, for the carrying on of their Trades ; and the poor Sort of People are not able
- to buy thofe Things made of Leather, which of Neceffity they, muft make Ufe of:'
. II.. For Redrefs of which Griefs, Be it enadled by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and the Commons, in this prefent Parliament affembled, .That from and after the firft Day of May now next enfuing, no Perfon or Perfons whatfoever __ , fhall Carry or tranfport, or caufe to be. carried or tranfported, oyxioi England into Scotland, Ireland, or into Tanned Leather any of the Illes belonging to this Kingdom, or to any Parts beyond the Seas, the Skins or Hides tanned may ije tranf- or untanned of i any Ox, Stder, Bull, Cow or Calf, otherwife, or in any other Manner, than is by this prefent Ad: direded. III. And be it further enaded by the Au;thority aforefaid. That none of the Skins or Hides aforefaid, which-fhall happen to be taken from any of the Beafts aforefaid, within any Wand whatfoever, belonging to the Kingdom of England, (except Ireland) fhall be tranfported out of that Ifland to any other Place, but into the Kingdom oi England; (2) upon Pain of Forfeiture for every fuch Offence, double the Value of Skins or Hides fo to be tranfported out of the faid Iflands, or any of them, to any other Place than into the Kingdom of England; the fame Forfeiture to be fued for and difpofed as hereafter in this Ad is direded. What teathen ' IV.. And for the better preventing of fuch Mifchiefs as are intended to be remedied by this Ad, Be it m>jft.beJ30usht enaded by the Authority aforefaid. That all red tanned Leather made of the Hides or Skins of any of the Beafts aforefaid, of what Kind or Nature foever, fhall be bought only in the open and common Fair or Market ufed for the putting of Leather to Sale, and not in any Houfe, Tanner's Yard, Shop or other Place whatfoever ; (2) on Pain that fuch Perfon or Perfons that fhall not accordingly do the fame, fhall for every fuch Offence forfeit the fame Leather, or the Value thereof, and the Contrad for the Sale thereof fhall be void ; (3) and all fuch Leather fhall be fearched and fealed by the Searchers and Scalers there- unto appointed, before the fame be put to Sale, and upon fuch Sale fhall be regiftred, and a true Entry thereof made both by the Buyer and Seller, who are both to be prefent at fuch regiftring thereof, and both their Names and Places of Abode entred into the Book of the faid Regifter ; on Pain that every fuch Buyer or Seller that fhall not accordingly do the fame, fhall for every fuch Offence forfeit the fame Lea- ther, or the Value thereof, and the Forfeiture fhall be recovered and employed in fuch Manner, as here- after in this Ad is direded. V. And be it further enaded by the Authority aforefaid, That if any Perfon or Perfons fhall be found guilty of the Tranfportation of aiiy Leather or raw Hides of ariy of the Beafts aforefaid, (excepting fuch Calve-lkins and Sheep-lldns, drefled without the Wool, as by Law may be tranfported} contrary to the Provifion of this Adj he fball from thencefordi be difabled to trade or deal in Leather for the future; ( 2 ) and ihall for every fucli Offence forfeit the Sum of five hundred Pounds, to be fued for, and difpofed as hereafter in this Ad is direded. VI. Provided nevertheiefs, That this Ad, or any Thing therein contained, fhall not extend to the pro- hibiting the Tranfportation of any Leather made into Boots, Shoes or Slippers, but that the fame may be tranfported ; any Thing in this Ad co itained to the contrary notwithftanding. VU. Afid be. it further enaded by the Authority afbrefaid.
