That for Preventing oft rauds in colouring of Stran- For preventing aers Goods, and otherwife, every Merchant or other palTmg any Goods, Wares or Merchandizes, inwards frauds in co- or outwards, (hall by himfelf or his known Servant, Factor or Agent, fubfcribe one of his Bills of every gTrsolod""' Entry, with the Mark, Number and Contents of every Parcel of fuch Goods as are rated to pay by the Piece or Meailire, and Weight of the whole Parcel of fuch Goods as are rated to pay by the Weight, without which the Officers of the Cuftoms (hall not fuflfer any Entry to pafs ; and that no Children of Aliens under tiie Age of twenty-one Years, be permitted to be Traders, or any Goods or Merchandizes to be entred in their Names. XI. Be it alfo hereby enacted. That upon any Adlions, Suits and Informations that fliall be brought. There (hall be commenced, or entred upon any Law or Statute concerning the King's Majefty's Subfidies of Tonnage and TJ^"^^ J^^y.'" Poundage, or Ships or Goods to be forfeited by Reafon of unlawful Importation or Exportation, there (hall concerning cu^* not be any Party- Jury, but fuch only as aire the natural and free born Subjedts of the King, his Heirs or ftoms. Succciiors ' XII. And whereas Allowance is given to Merchants and others for Defe6ls and Damages upon Goods, Allowances for ' and hveper Cent, generally upon all Goods imported, and twelve per Centum upon Wines;' every Mer- Defers and Da- chant or others having the aforefaid Allowances inwards, (hall in Perfon, upon Oath by himfelf or by his hiw w'be made', luiown Servant or Fadlor, demand and receive the Monies due upon Debentures for fuch foreign Goods ex- ported by Certificate, with fuch Abatements and Allowances as were made and given to him upon the Im- fiortation ; (2) and if he be found fraudulently to (hip out lefs in Quantity or Value than is exprelTed in his 'ertiticate, the Goods therein mentioned, or the Value thereof, (hall be forfeited, and the Owner or Mer- chant (hall lofe the Benefit of receiving back any Part of the Subfidy for thofe Goods ; (j ) and if any Goods flipped out by Certificate as aforefaid, (hall be landed again in the fame, or any other Port or Place within the Kingdom of England,^ Dominion ai Wales and Town and Port of Berwick (unlefs in Cafe of Diftrefs to fave the Goods from Perifliing, which (hall be prefently made known to the Perfon or Perfons which are ©r (hall be appointed by his Majefty to manage his Cuftoms, and principal Officers of the Port) no Allow- ance (hall be demanded or made for thofe Goods, and the faid Goods or Value thereof (hall be forfeited and loft. - ■: . XIII. Be it further enacfted by the Authority aforefaid. That all Goods, Wares or Merchandize, that Goods broughr ■fhall be brought out of or carried into the Kingdom of Scotland by Land, into or out of the Kingdom of from, or carried England^ Dominion oi Wales or Port and Town of Benuick, (hall pafs and be carried by and through forne La'nd^'jhafrpars'^ of the Towns and PafiTages hereafter named, (that is to fay) by and through Berwick or Carlijle, and then through Ber- and there pay the Cuftom and Subfidy granted and due to the King's Majefty, by an Atft of this prefent wick or CariiHe,.
