And for the better Prevention of Frauds, be it ena(5led, and it is hereby enaifled, That from Prevention of and after the five and twentieth Day of March one thoufand fix hundred fixty ana four, e'ery Perfon or *' Perfons importing by Land any Goods or Commodities whatfoever into any the faid Lands, Illands, Plan- tations, Colonies, Territories or Places, Ihall deliver to the Governor of Inch Land, Ifland, Plantation, Colony, Territory or Place, or to fuch Perfon or Officer as fhall be by him thereunto authorized and appointed, within four and twenty Hours after fuch Importation, his and their Names and Surnames, and a true Inventory and Particular of all fuch Goods or Commodities : (z) And no Ship or VeiTel com- FartherprovMei xa to any fuch Land, lAand, Plantation, Colony, Territory or Place, (hall lade or unlade any Goods •^'^, A' 21, ^.5, ortommodities whatfoever, until the Mafter or Commander of fuch Ship or VeiTel (hall firft have made known to the Governor of fuch Land, Kland, Plantation, Colony, Territory or Place, or fuch other Perfon or Officer as (hall be by him thereunto authorized and appointed, the Arrival of the faid Ship or Veffel, with her Name, and the Name and Surname of her Mailer or Commander, and have (hewn to- him that (he is an Englijh-hmh Ship, or made good by producing fuch Certificate, as abovefaid, that (he is a Ship or Veffel bona fide belonging to England, Wales, or the Town of Berwick, and navigated with an Englijh Mafter, and three fourth Parts of the Mariners at leaft EngliJInnen, and have delivered to fuch Governor or other Perfon or Officer a true and perfed Inventory or Invoice of her Lading, together with the Place or Places in which the faid Goods were laden or taken into the faid Ship or Veffel ; (3) under the Pain of the Lofs of the Ship or Veffel, with all her Guns, Ammunition, Tackle, Furniture and Ap- parel, and of all fuch Goods of the Growth,, Produflion or Manufacture of Europe, as were not bona pde laden and taken in in England, Wales, or the Tovvn of Berivick, to be recovered and divided in Mariner aforefaid ; (4) and all fuch as are Governors or Commanders of any the faid Lands, Iflands, Plantations, Colonies, Territories or Places {Tangier only excepted) fhall before the five and twentieth Day of March lone thoufand (ix hundred fixty and four, and all fuch as (hall hereafter be made Governors or Commanders of any of them, fhall before their Entrance upon the Execution of fuch Truft or Charge, take a folemn Oath before fuch Perfon or-Perfons as (hall be authorized by his Majefly, his Heirs and Succeffors, to adminirter the fame ; to do their utmoft within their refpeftive Governments or Commands, to caufe to be well and truly obferved what is in this Adl enaded, in Relation to the Trade of fuch Lands, Iflands, Plantations, Co- jlonies. Territories and Places, under the Penalty of being removed out of their refpeftive Governments and 'Commands : (5) And if any of them fhall be found, after the taking of fuch Oath, to have wittingly and willingly offended contrary to what is by this Act required of them, that they fliall for fuch Offence be turned out of their Governments, and be uncapable of the Government of any other Land, Kland, Plan- tation or Colony; and moreover, forfeit the Sum of one thoufand Pounds of lawful Money o^ England; the one Moiety to his Majefly, his Heirs and Succeffors ; and the other Moiety to him or them that (half inform or fue for the fame in any of his Majefty's Courts in any of the faid Plantations, or in any Court of Record in England, wherein no Effoin, Protection or Wager of Law fhall be allowed. IX. And it is hereby further enailed, That if any Officer of the Cuftoms in England, Wales, or Town penalty upon' of Berivick upon Tiueed, (hall give any Warrant for, or fuffer any Sugar, Tobacco, Ginger, Cotton- officers of the wool, Indico, Speckle-wood or Jamaica-v/ood, Fuftick or other Dying-wood of the Growth of any of the •^"fto."**- faid Lands, Iflands, Colonies, Plantations, Territories or Places, to be carried into any other Country or Place whatfoever, until they have been firfi: unladen bona fide Md put on Shore in fome Port or Haven- in England or Wales, or in the Town of Berwick ; That every fuch Officer for fuch Offence (hall forfeit his Place, and the Value of fuch of the faid Goods as he fhall give Warrant for, or fuffer to- pafs into any other Country or Place ; the one Moiety to his Majedy, his Heirs and Succeffors ; and the other Moiety to him or them that fhall inform or fue for the fame in any Court of Record m England or Wales, wherein no Effoin, Protedion or Wager in Law fiiall be allowed. X. And for the better Encouragement of the faid Plantations, and the Increafe of the Shipping and Encouragemenr Navigation of this Kingdom, (2) Be it enacTted, and it is hereby enafted by the Authority aforefaid. That °nd'f„"creafe"of from and after the five and twentieth Day oi March one thoufand fix hundred fixty and four, it (hall and shipping, may be lawful out of any Port of England or Wales, or out of the Town of Berzvick, to (hip and lade Sea- Altered by coals for any Part of them, paying tor the Chalder, Newcafile-vnt3.iire, one Shilling eight Pence; and ? ■'I™*' "^^ "' for the Chalder, London-mezfare, one Shilling and no more ; in full of all Cuftom and Poundage for the fame ; any Law, Statute or Prohibition to the contrary in any wife notwithftanding. XI. Provided, That fuch Sea-coals be fliipped in fuch Shipping, and fo navigated, as abovefaid ; anJ that good Security be given to the Officers of the Cuftoms in fuch Port in whach they are fliipped, for the Landing them in the faid Plantations, and not elfewhere. ' XII. And forafmuch as feveral confiderable and advantagious Trades cannot be conveniently driven' ' and carried on without the Species of Money or Bullion, and that it is found by Experience, that they ' are carried in greateft Abundance (as to a common Market) to fuch Places as give free Liberty for ex— ' porting the fame ; and the better to keep in and increafe the current Coins of this Kingdom,' (2) Be it' enafted, and it is hereby enafted. That from and after the firft Day of Jugu/i one thouliind fix hundred- fixty and three, it fhall and may be lawful to and for any Perfon or Perfons whatfoever, to export out. of any Fort o( England or Wales, in which there is a Cuftomeror Colleftor, or out of the Tov/n oi Ber- wick, all Sorts of Foreign Coin or Bullion of Gold or Silver, firft making Entry thereof in fuch Cuftom- Foreign Coin or houfe refpedively, without paying any Duty, Cuftom, Poundage or Fee for the fame ; any Law, Sta- exported?^ ' tute or U/age to the contrary notwithftanding. ' XIII. And laftly. Whereas a very great Part of the richeft and beft Land of this Kingdom is and ' cannot fo well be Otherwife imployed and made Ufe of as in the Feeding and Fattening of "Cattle;, and- •- that by the coming in of late of vaft Numbers of Cattle already fatted, fuch Lands are in many Places
