W. 3. c. 20. hath not been fufficient to fatisfy all the Loans which were made upon the Credit of the fame Pound Rate or Land Tax ; and that over and above all Arrears of the faid Pound Rate, not yet recovered, there is and will be deficient, and wanting, to difcharge all the principal Money fo lent, the Sum of four hundred" and fifteen thoufand ninety-nine Pounds, and fo much more as will be fufficient to dif- charge the Intereft after the Rate of eight Pounds ^(?r Centum per Annum, due and to grow due there- upon: And whereas the Duties upon Paper, Pafteboard, Vellum, and Parchment, which were granted to his late Majefty for two Years, from the firft Day oi March one thoufand fix hundred ninety-fix, by an A£l: palled in the eighth Year of his Reign, did prove infufficient to fatisfy all the Monies which were borrowed upon Credit of that Aft, fo that there is deficient and wanting the Sum of fifteen thou- fand four hundred Pounds to difcharge all the principal Monies fo borrowed, and fo much more as will fatisfy the Intereft, due and to grow due for the fame, after the Rate of eight Pounds per Centum per Anjium : And whereas feveral Tickets were made forth and ifiTued by virtue of an Act made and paffed in the eighth Year of the Reign of his faid late Ma]efty, whereby certain Duties were laid upon Malt and other Things therein mentioned, and many of the faid Tickets have already been difcharged out of the fame Duties, or otherwife ; but it is computed, that there is deficient and wanting to difcharge all the principal Monies contained in fuch of the faid Tickets as are now firanding-out and unfatisfied, the Sum of five hundred feventy-nine thoufand and iixty Pounds, befides what will be neceflary to difcharge the Intereft due, and to grow due, upon the faid unfatisfied Tickets, or fuch of them as do bear Inte- reft after the Rate of an Halfpeny per Diem, for each ten Pounds thereof: And whereas it is evident, that the Duties upon Leather, which were granted to his faid late Majefty by an Adl palTed in the eighth Year of his Reign, for three Years, from the twentieth Day of April one thoufand fix hundred and ninety-feven, and which were thereby appropriated to and for the Payment of fo much as then remained unpaid of the Sum of five hundred fixty-four thoufand feven hundred Pounds, formerly lent upon cer- tain Duties upon Coals and other Things therein mentioned, and the Intereft thereof, have not been fuiScient for that Purpofe, fo that there is wanting, to difcharge the principal Money ftill remaining unpaid of the Sum laft mentioned, the Sum of five hundred and four thoufand four hundred thirty-eight Pounds, befides the Intereft thereof, due and to grow due, after the Rate of feven Pounds per Centum per Annum : And that the Monies granted to his faid late Majefty, by the A£l paffed in the ninth Year of his Reign, for an Aid by a quarterly Poll for one Year, including therein fuch Arrears of the faid Poll as are ftill recoverable, do not extend to fatisfy all the principal Monies which were borrowed upon the fame A£l:, by the Sum of two hundred and twelve thoufand feven hundred and feventy Pounds, feven- teen Shillings, which with the Intereft thereof, due and to grow dne, after the Rate of eight Pounds per Centum per Annum, are and will be likewife deficient: And that the Monies granted to his faid late A/Iajefty by the Aft paffed in the tenth Year of his Reign, for granting the Sum of one Million four- hundred eighty-four thoufand and fifteen Pounds one Shilling and eleven Pence three Farthings, for dift^anding the Army, providing for the Navy, and for other neceffary Occafions, whereupon a Credit was given for any Sum not exceeding one Million four hundred thoufand Pounds, to be repaid with In- tereft after the Rate of feven Pounds per Centum per Annum, have not extended to pay off all the Monies borrowed upon the fame Aft, and the Intereft thereof; but that there is a deficiency of twenty-five thoufand eight hundred twenty-three Pounds two Shillings and nine Pence, which, together with all Arrears of the Aid laft mentioned, not yet recovered, are wanting to clear off the Remainder of the principal Monies fo borrowed, befides what ftiall be neceffary to difcharge the Intereft of the fame : And whereas at Michaelmas, one thoufand feven hundred and one, the Sum of feventy thoufand eight hun- dred feventy-two Pounds eleven Shillings and one Peny Halfpeny, was wanting to compleat the Payments then due and incurred, for and upon the yearly Sum of one hundred and fixty thoufand Pounds, which by an Aft paffed in the ninth Year of his faid late Majefty's Reign, was intended to be paid out of certain Duties upon Salt, and upon ftampt Vellum, Parchment, and Paper, for the Pur- pofes therein mentioned, and ought to have been made good in purfuance of the fame Aft ; all which faid Sums of Money fo reckoned to be deficient or wanting, to pay off the principal Money borrowed as aforefaid, or contained in the faid Exchequer Bills and Malt Tickets, do amount in the. whole to the Sum of two Millions three hundred thirty-eight thoufand fix hundred twenty-eight Pounds, fifteen Shil- lings, and five Pence three Farthings, befides the Intereft due and to grow due as aforefaid.
