Provided alfo, and be it enafted by the Authority aforefaid. That a Letter or Packet Poft fliall twice every Week come by the Way oi Trurow and Pmrin to the Town of Penzance, in the County of Cornvjall; and once a Week to Kendall, by the Way of Lancajler; and to the Town of Penriih in Cum- herland, by the Way of Ncwcqftle and Carltfle; and to the City of Lincoln and the Borough of Grim/by, in the County of Lincoln; any Thing in this Ait contained to the contrary thereof in any wife notwith- ftanding. XXVII. And for the better Management of the faid Poft OiEce, and that the People of thefe King- doms may have their Intercourfe of Commerce and Trade the better maintained, and their Letters and Advices conveyed, carried and recarried with the greateft Speed, Security and Conveniency that may be; Be it further enacSled by the Authority aforefaid, That the faid Poftmafter General fo nominated, ap- pointed and conftituted as aforefaid, and his Deputies, fhall, from Time to Time, obferve and follovir fuch Orders, Rules, Direftions and Inftructions for and concerning the Settlement of Pofts and Stages upon the feveral Roads in Great Britain and Ireland, and other her Majefty's Dominions, and the pro- viding and keeping a fufficient Number of Horfes at the feveral Stages, as well for the carrying and con- veying the faid Letters and Packets, as for the horfing of all Perfons riding in Poft by Warrant, or other- wife as aforefaid, as her Majefty, her Heirs and Succefibrs, fhall, from Time to Time, in that Behalf make and ordain. XXVIII. Provided always, and be it enafted by the Authority aforefaid. That no Perfon or Perfons fhall have Power to take, ufe or feize any Horfes for the Services mentioned in this Aft, without the Confent of the Owner or Owners thereof j any Law, Statute, Ufage or Cuftom to the contrary thereof in any wife notwithftanding. ' aXIX. And forafmuch as the Poft muft neceffarily pafs feveral Ferries in North Ainerlca, in which the Ferrymen give great Delays, and foir.etimes have endeavoured to exact Money from them, notwith- ftanding the fame have always been free for the Poft;' Be it therefore enadled by the Authority afore- faid, That no Deputy or Agent of fuch Poftmafter General, travelling with any Mail of Letters, fhall pay any Thing for palfmg or repafling any Ferry within any of the Colonies or Plantations of her faid Majefty in North America aforefaid ; but fuch Ferrymen fhall forthwith, within one half Hour after De- mand, convey fuch Deputies, on Pair of forfeiting for every Offence the Sum of five Pounds, to be re- covered in any Court of Record within any of the Provinces or Colonies in North America, by Bill, Plaint or Information, wherein no EfToin, Proteftion or Wager of Law fhall be allowed ; one Moiety thereof to her Majefty, her Heirs and Succefl'ors, towards the Support of the Government of the faid Provinces, and the contingent Charges thereof; and the other Moiety to the Poftmafter General, who fliall fue and profecute for the fame, together with full Cofts of Suit. ' XXX. And whereas many Perfons having received their Letters, refufe to pay for the fame or often ' run in Debt for the Poftage of their Letters, or having received fome fmall Sum for the Port of Letters, ' which Sums being very fmall in Particulars, are properly to be recovered in a fummary Way ;' Be it therefore enafted by the Authority aforefaid. That all Sum and Sums of Money, not exceeding five Pounds, that now is or fhall be due from any Perfon or Perfons for Letters or Packets, or any Letter or Packet, to them delivered by any Deputy or Deputies of fuch Poftmafter General, or which now is, or fhall be due from any Perfon or Perfons for the Port of Letters or Packets to them delivered by any Deputy or Agent of fuch Poftmafter General, not exceeding the faid Value, or which have been or fhall be received for the Port of Letters, not exceeding the fame Value, without anfwering or paying the Monies fo due and owing to the Receiver General of the faid Revenues for her Majefty's Ufe, fhall be recovered before Juftices of the Peace, in the fame Manner, and under the fame Rules, as fmall Tithes are, by the Laws of England, to be recovered; and fuch Debt or Sums of Money fhall be preferable in Payment by the Perfon owing the fame, or from whofe Eftate the fame is or fhall be due, before any Debt of any Sort to any private Perfon v/homfoever. XXXi. And be it further ena£led by the Authority aforefaid. That all Inland Letters fent by any Pac- ket Poft eftabliflied by this Aft as aforefaid, do and fhall pay the Rates and Prices before mentioned at fuch Stages at which they are laft delivered only, unlefs the Party that doth put in the Letters defireth to pay elfewhere, and unlefs any fuch Letters are direfted on board any Ship or VefTel, or to any Perfon in the Army, or are fent by the Penny Poft, and unlefs they be Letters or Packets going out of Great Bri- tain, v/hich have ufually paid the Rates in England; any Thing in this Aft contained to the contrary thereof in any wife notwithftanding. XXXII. Provided always. That this Aft or any Thing therein contained, fhall not in any wife be pre- judicial to the P-iivileges of the two Univerfities of Oxford and Cambridge or either of them, or to the Chancellors or Scholars of the fame or their SuccefTors, but that they may ufe and enjoy fuch Privileges as heretofore they have lawfully ufedand enjoyed, and that all Letters and other Things may be fent or conveyed to or from the faid two Univerfities in Manner as heretofore hath been ufed ; any Thing herein to the contrary notwithftanding. XXXIII. Provided always. That it fhall and may be lawful to and for the Poftmafter General for the Time being, his Deputy and Deputies, to continue By Bags for collefting and deliverting of By Letters as hath been heretofore accuftomed ; fuch Deputy and Deputies duly accounting to, and paying the re- fpeftive Ports thereof to the Receiver General of the faid Revenue for the Time being, for the Ufe of her Majefty, her Heirs and SuccefTors. XXXIV. Provided always, and be it further enafted by the Authority aforefaid.
