XXVII. That it fhall and may be lawful to and for any Perfon or Perfons, who, after the five and &". on o/th^&c. twentieth Day of Z)aYff2Zw one thoufand feven hundred and twelve, during the Continuance of the faid of the Worker, Duties upon Sope, fhall imploy, fpcnd, and confume any Quantity or Quantities of Sope in the making of any Cloths, Serges, Kerfies, Bays, Stockings, or other Manufactures of Sheeps, or Lambs Wool only, or in the finifiiing of the faid Manufactures, or preparing the Wool for the fame, or to and for his, her, or their chief Workman imployed under him, her, or them, in thofe V/orks, or any of them, from time to time, to make Proof in Writing by the Affidavit of the faid Perfon or Perfons who fhall fo imploy, fpend, and confume the faid Sope, or of his, her, or their chief Workman, unlefs he, fhe, or they be s. known Quaker or Qiiakers, and by the folemn Affirmation of fuch Quaker or Quakers, before the Col- lector and Supervifor of the Diftrict or Divifion where fuch Sope fhall be fo employed, fpcnt, and con- fumed, or either of them, (who are hereby refpedtively impowered and required to adminifter the fame upon the Requeft of the Manufafturer, or his, her, or their chief Workman aforefaid) which faid Affidavit or Affirmation fhall fpecifie the Kinds and Quantities of the Manufactures fo made, finiflied, or prepared, and the Days between which, and the Places where the fame were fo made, finifhed, or prepared refpeCtively, and the Quantities and Kinds of the Sope which were actually employed, fpent, and confumed therein ; and that no Allowance, by virtue of this A£t, was before made to fuch Manufacturers refpe£tively, or for his, her, or their Benefit, of the Duties payable by this AiSt for the Sope fo fpecified in fuch Affidavit or - Affirmation, or any Part thereof; and that upon "the making of every fuch Affidavit or Affirmation, the faid Collector, out of the Money in his Hands of the faid Duties upon Sope by this A£t granted, {hall pay to the faid Manufacturers refpeCiively, fo much as one third Part of the Duties granted by this Act for the Sope fpecified in every fuch A.ffidavit or Affirmation taken by the faid Collector and Supervifor jointly, or by the faid Collector fingly, doth amount nnto, without any Delay ; and in cafe the fame were adminiftred by the Supervifor only, then upon a Certificate thereof, made and figned by the faid Supervifor (which he is hereby required to make and fign upon Demand) the faid ColleCtor fhall out of any Monies in his Hands of the faid Duties on Sope, forthwith pay to the faid Manufacturers refpeCtively the faid third Part of the faid Duties fo payable by this Act for the Sope fo fpent and confumed, as aforefaid ; and in cafe the Col- lector fhall not then have Money fufficient in his Hands to fatisfie fuch Payments, that then and in every fuch cafe the Commiffioners for the faid Duties on Sope, for the time being, upon a Certificate thereof from the faid ColleCtor, (who is hereby enjoined and required to make and fign fuch Certificate) fhall forth- with caufe fuch Payments to be made out of any Monies arifing by the faid Duties on Sope, without any further Delay. ■ XXX. And it is hereby declared and enaCted, That the' faid Affidavits, Affirmations, and Certificates, Such Affidavit " touching the faid Allowance to the Woollen- Manufacturers aforefaid, flial! and may be written or orinted ic. not to be* upon Paper not ftamped or marked for any the Duties charged by this or any other ACt upon ftamped ft->jnfed.
