An Aft for continuing the Afts tlierein mentioned, for preventing Theft and Rapine upon the Northern Borders of England. HERE AS in the Seffion of Parliament holden in the thirteenth and fourteenth Years of the Reign of our late Sovereign King Charles the Second, an Acl was made, intituled, AnAa J^or preventing of Theft and Rapine upon the Northern Borders of England ; which was thereby to continiie in Force for and during the Term of five Years: And v/hereas another A61 was made in the eighteenth Year of the faid late intituled, An ASi to continue a former ASl to prevent Theft and Rapine upon the Northern Borders of England ; both which AcSs were revived and continued by another Aft made in the twenty-ninth and thirtieth Years of the Reign of the faid late King, intituled, An Aii for continuing t-ivo former A£is^ for preventing of Theft and Rapine upon the Northern Borders of England, for and during the Space and Term of feven Years, and alfo from thence until the End of the firft Seffion of the then next Parliament ; which three aforementioned A6ts, by an hSc made in the firft Year of the Reign of King James the Second, intituled. An AH for Continuance of three former ASis,, for preventing of Theft and Rapine upon the Northern Borders of England, were continued for and during the Space and Term of ele- ven Years, and from thence unto the End of the firfl Seffion of the then next Parliament ; and were fur- ther continued by an Act made in the feventh and eighth Years of the Reign of the late King William the Third, intituled, An Ail to continue four former ASls for preventing Theft and Rapine upon the Northern Borders of England, for and during the Space and Term of five Years, and from thence unto the End of the firft Seffion of the next Parliament; all which Afts and every of them, by an A6t made in the twelfth and thirteenth Years of the faid late King William, intituled, An JHfor continuing the Ails therein men- tioned, for preventing Theft and Rapine upon the Northern Borders of England ; and all and every Matter, Claufe and Claufes therein contained, and all and every the Powers and Authorities thereby given, were enaded to continue and be in full Force from and after the Expiration of the therein laft mentioned A£t, for and during the Space and Term of eleven Years, and from thence to the End of the firft Seffion of the next Parliament: And it was alfo by the laft herein mentioned Aft provided and enafted. That the faid Afts fhall be accepted, taken and reputed to be general and publick Afts of Parliament, of which all and every the Judge and Judges of this Kingdom, in all Courts, fhall take Notice on all Occafions whatfo- ever, as if they were publick Afts of Parliament relating to the whole Kingdom: All which Afts have been found neceflary for the Prefervation of thofe Places from that great Number of lewd and diforderly Perfons that ufually frequented and infefted thofe Parts, and are now near expiring;' Be it therefore en- afted by the Queen's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament aflembled, and by the Authority of the fame. That all the faid Afts, and every of them, and all and every Matter, Claufe and Claufes in them or any of them contained, and all and every the Powers and Authorities thereby given, fhall continue and be in full Force from and after the Expiration of the faid Aft, made in the twelfth and thirteenth Years of the faid late King William, for and during the Space and Term of eleven Years, and from thence to the End of the firft Seffion of the next Parliament, and no longer. An Aft to raife twelve hundred thoufand Pounds for publick Ufes, by circulating a further Sum in Exchequer Bills ; and for enabling her Majefty to raife five hundred thoufand Pounds on the Revenues appointed for Ufes of her Civil Government, to be applied for or towards Payment of fuch Debts and Arrears owing to her Servants, Tradefmen, and others, as are ' therein mentioned. AY it pleafe your moft Excellent Majefty j Whereas in Purfuance of an Aft of Parliament made _ in the feventh Year of your Majefty's Reign (amongft other Things) for enlarging the Capital Stock of the Bank o^ Engla7id, feveral Bills commonly called Exchequer Bills, were made forth, amount- ' ingin Principal Money to two Millions and five hundred thoufand Pounds, for your Majefty's Supply ; ' and in Purfuance of another Aft of the fame Seffion of Parliament-made (amongft other Things) forcir- ' culating a further Sum in Exchequer Bills ; and of an Aft made in the eighth Year of your Majefty's ' Reign, intituled. An Ail for granting an Aid to her Majefty to he raifed hy a Land-Tax in Great Britain, /or ' the Service of the Tear one thoufand feven hundred and ten, further Exchequer Bills, to the Amount of tour ' hundred thoufand Pounds in Principal Money, have alfo been iflued for your Majefty's Supply: And ' whereas Provfion was made in the Afts before mentioned. That the faid Bills fhould bear an Intereft of ' two Pence ^(?>- Cent, per Diem, when they refpeftively fhould not be in the publick Receipts; and that the
