XXVI. imported free. An Act for better Regulation of the Linen and Hempen Manufactures in that Part of Great Britain called Scotland. WHEREAS the Advancement of the Linen and Hempen Manufactures in that Part of the united See 14 Ceo i. Kingdom called Scotland (which are now under great Difcouragements) will not only imploy great c. 31. which ' Numbers of Poor, but will be a general Good to the united Kingdom, by adding to the Wealth of the "ptaint and a- Realm; and whereas feveral Frauds and Abufes are daily committed in the (aid Manufactures, whereby the "'""' , '*" /:a ' Growth of Flax and Hemp within that Part of the united Kingdom is difcouragid, the Credit of the faid Manufacture deftroyed, and the Demand for the fame leffened, for want of proper Laws and Regulations for that Purpofe:' To the End therefore that thefe Frauds and Abufes may for the Future be prevented, and that the Manufactures may be incouraged, and the Credit thereof raifed ; Be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament aflembled, and by the Authority of the fame, That from and after the firft Day of November which fhall be in the Year of our Lord one thoufand feven hundred and twenty- After 1 Nov. feven, no Perfon or Perfons fhall import or caufe to be imported into any Pore or Place in that Part of the '7 S 7> n " bai united Kingdom called Scotland, any bad, mixed or damnified Lintfeed or Hempfeed, but that from and lintfeed or after the laid firft Day of November all Lintfeed and Hempfeed, that fhall be imported into any Part of Scot- f^rtea into land, of the Growth of the Netherlands, Rnjfta, Livonia, Poland, Germany, or other Places, (hall be frefh, Scotland. good and clean, without Mixture. II. And be it further enacted by the Authority aforefaid, That from and after the faid firft Day of No- No damnified vember no Perfon or Perfons fhall vend, fell or expofe to Sale, within any Port or Place in Scotland, any mixed Lintfeed to be or damnified Lintfeed or Hempfeed, or any Lintfeed commonly called or kno>vn by the Name of Short Lint- fold in Scotlanc feed ; and that no Perfon or Perfons do prefume to mix or caufe to be mixed diffeient Parcels of Lintfeed or Sar -jc Hempfeed of different Countries or Growths together ; and that from and after the faid firit Day of Novem- tr 'i Sp ber every Perfon who fhall fell or vend any Parcel or Parcels of Lintfeed or Hempfeed within any Part or Place of that Part of the united Kingdom called Scotland, fhall, together with the faid Parcel or Parcels, de- liver to the Buyer, in Writing, a particular Account of the Parcel of Lintfeed or Hempfeed fold by him, Seller to give an exprefiing the Quantity thereof, the Place from whence the fame was imported, and where it grew, and the Account of the Year of its Growth, to the End that if the Seller (hall have been guilty of any Fraud, he may be tr*e more Parcel, eafily convicted, and fubjected to the Penalties herein after exprefled. III. And be it further enacted by the Authority aforefaid, That from and after the faid firft Day of No- Penalty for fel» Member, all and every Perfon and Perfons, who fhall fell or expofe to Sale, bad, fhort or damnified Lintfeed ing bad Lint- or Hempfeed, or who fliall mix what is left of the Lintfeed or Hempfeed of the former Year with what is feed > &c - imported in a fubfequent Year, or fhall mix different Parcels of Lintfeed or Hempfeed together, or who fhall fell Lintfeed or Hempfeed of a different Growth or Age from what he, fhe or they have expreffed at the Sale, in the Account to be given in Writing as aforefaid, contrary to the true Intent and Meaning of this Act, fhall, upon being duly convicted thereof in Manner hereafter mentioned, for every fuch Offence, forfeit the faid Lintfeed or Hempfeed fo fold or e'xpofed to Sale, or the Price thereof, and likewife a Sum not exceeding five Pounds Sterling, norlefs than fifty Shillings for eve.y logfliead of Lintfeed or Hempfeed fo fold or expofed to Sale, and fo proportionably for every greater or Lifer Quantity ; and all and every Perfon and Perfons who fhall fell or vend any Lintfeed o: Hempfeed by any other Meafure than the Linlitbgovj Meafure ftreaked, and the Fractions thereof, fhall forfeit for every fuch Offence, the Meafure ufed by him, her or them, and a Sum not exceeding forty Shillings Sterling, to be levied and recovered in Manner herein after particularly defcribed. IV. And be it further enacted by the Authority aforefaid, That from and after the faid firft Day of No- Pen3 , f f . , vember no Hemp or Lint within that Part or Great Britain called Scotland, fhall be iteeped or watered in deeping Hemp any Boghole, Peat, Mofs or Turf-Pit ; and thar no Limor Hemp fhall be fteeped or watered for two Years or Lint, fucceffively, in any ftanding Pool, or in any Hole or Pit with ftanding Water, unlefs fuch Hole or Pit is dug near to the Side of a running River or Rivulet, from whence the faid Pool, Hole or Pit may be fre- quently fupplied with frefh Water; and all and every Perfon and Perfons, fteeping Lint or Hemp con- trary to the true Intent and Meaning hereof, fhall for every fuch Offence, being thereof duly convicted in Manner hereafter directed, forfeit fuch Lint or Hemp, to be levied and recovered in Manner herein after mentioned.
