And be it further enaiEted, That all and every Perfon and Perfons to whom any Money {hall be due Orders .iffign- for Loans to be regiftred by virtue of this Aft, after Order entered in the Book of Regiftry as aforefaid, his, ^l^- her or their Executors, Adminiftrators or Affigns, by proper Words of Affignment to be indorfed and writ- ten upon his, her or their Order, may aiTign or transfer his, her or their Right, Title, Interefl and Benefit of fuch Order, or any Part thereof to any other ; which being notified in the Office of the Auditor of the Receipt aforefaid, and an Entry or Memorial thereof alfo made in the Book of Regiftry aforefaid for Orders (which the Officers ftiall upon Requeft without Fee or Charge accordingly make) iliall intitle fuch Affignee, No Fee for his, her or their Executors, Adminiftrators, Succeffors, or Afligns, to_ the Benefit thereof, and Payment Entry, thereon, and fuch Affignee may in like Manner affign again, and fo totles quottes ; and afterwards it fhall not The Affignment be in the Power of I'uch Perfon or Perfons who have or hath made fuch Affignment, to make void, releafe or not to be voided, difcharge the fame, or any the Monies thereby due, or any Part thereof. And to the end there may be no Wajit or Failure of a certain Sum not to exceed in the whole the faid Sum of one million, to be raifed either by fuch Loans as aforefaid, or by iffuing Exchequer Bills as is herein after mentioned, or by both or either of thofe Ways or Means for the publick Service ; be it fur- ther cnadfed by the Authority aforefaid. And be it further enadted by the Authority aforefaid, That all and every the Claufes, Provifoes, Xobe fublefl to Powers, Privileges, Advantages, Penalties, Forfeitures and Difabilities, contained in the faid laft-mentioned the Regulations .Act relating to the Loans or Exchequer Bills authorized to be made by the fame Aft (except fuch Claufes »" 22. Geo. 2. as do charge the fame on the Rates or Duties, granted by the fame Aft) fhall be applied and extended to the '"^'""is " *^ Exchequer Bills to be made in purfuance of this Aft, as fully and efFeftually to all Intents and Purpofes as 'Duty. if the faid Exchequer Bills had been originally authorized by the faid laft mentioned Aft, or as if the faid feveral Claufes or Provilbes had been particularly repeated or re-enafted in the Body of this prefent Aft. IX. And be it enafted by the Authority aforefaid. That all the Exchequer Bills as fhall be made in pur- Exchequer Bills, fuance of this Aft, an.d the Interefl, Premium, Rate and Charges incident to, or attending the fame, fliall &c. to be repaid be and are hereby charged and chargeable upon, and fhall be repaid and borne by and out of the growing out of the Sink- Produce of the faid SurplufTes, Excefies, or Overplus Monies, commonly called The Sinking Fund (except'"" fuch Monies of the faid Sinking Fund as are appropriated to any particular Ufe or Ufes by any former or other Aft or Afts of Parliament in that Behalf) and fuch Monies of the faid Sinking Fund fhall and may be ifiued and applied, as faft as the fame can be regularly ftated and afcertained, for and towards the paying off, cancelling and difcharging fuch Exchequer Bills, Interefl, Premium, Rate or Charges, until the whole of them fhall be paid off, cancelled and difcharged, or Money fufficient for that Purpofe be kept and referved in the Exchequer, to be payable on Demand to the refpeftive Proprietors thereof. ■ X. And towards enabling your Majefty to difcharge the great Debts contrafted by the late War, and rai- fing the Supplies granted to 5'our Majefty in this Seffion of Parliament, your faid dutiful and loyal Comnioiis have aifo freely given and granted unto your Majefty the further Sum of one million, to be raifed in Man- ner herein after mentioned ; be it therefore enafted by the Authority aforelaid.
