The Central Government will have a Parliament and a Senate or a Lower House and an Upper House. The Parliament (Lower House) will be the House of Representatives from each state, elected on a strict population basis. The Senate (Upper House) will be on the basis of equality of the different states. As to the nature of the members of the Senate it will be left to the states to decide. But this second chamber will be necessary as a protection for smaller states, since all the states are varying in size.

There will be a Council of Ministers or a Cabinet, with a Prime Ministers as the head of the Government.
